invitation for bids follows the general procurement notice that appeared in UN
Development Business No. 611 of 31 July 2003. The Russian Federation received a
loan in various currencies from the International Bank for Reconstruction and
Development (IBRD) toward the cost of the Environmental Management Project, and
it intends to apply part of the proceeds of this loan to payments under the
contract (contracts) for the supply of the equipment for the reconstruction of
evaporation station and soda recovery boiler No.1 at JSC Pitkyaranta Pulp Mill,
Pitkyaranta, Republic of Karelia, who is a final sub-borrower to a part of the
above loan. JSC Pitkyaranta Pulp Mill, the purchaser, now invites sealed bids
from eligible bidders for the above goods, which are particularly: (a) Lot
TPP-10-5: Black liquor concentrator and auxiliary items for the reconstruction
of evaporation station. Nominal capacity of the evaporating station with the
concentrator shall be no less than 130 t/hour of water evaporated, and provide
for the concentration of absolute dry solids of black liquor after evaporation
no less than 72 per cent. (b) Lot TPP-10-6: Economizer and auxiliary items for
the reconstruction of soda recovery boiler No.1. Nominal capacity of the boiler
related to the black liquor after the reconstruction shall be no less than 340
t/day of absolute dry solids, and steam capacity - no less than 48 t/hour. (c)
Lot TPP-10-7: Electric filter for soda recovery boiler No.1, nominal capacity -
340 t/day of black liquor dry solids, effectiveness of dust removal - no less
than 99.5 per cent. (d) Lot TPP-10-9: Ash removal system for soda recovery
boiler No. 1, nominal capacity - 340 t/day of black liquor dry solids. Bidders
may quote for any or all of the above specified items (a), (b), (c), and (d), or
for any combination thereof. However, evaluation of the bids will be conducted
on a per-item basis. Bidders may offer a discount to the quoted bid prices for
joint supply of two or more of the items (a), (b), (c), and (d) above, which
discount will be considered by the Purchaser while evaluating the bids. All
bidders must comply with the following minimal qualification requirements:
Bidder’s average annual turnover over the last three years should be no less
than 200 per cent of the bid price or, in case the bidder is quoting for more
than one of the items (a), (b), (c), and (d) above - of the total cumulative sum
of bid prices before discount of all bids submitted by the bidder Bidder should
have proved successful experience in manufacturing and/or supply of the
equipment for the similar technological processes as indicated under this IFB
for at least five years, including execution of at least two contracts
comparable in nature and complexity to the subject of its bid(s) within the last
three years Bidding will be conducted through the international competitive
bidding procedures specified in the World Bank’s Guidelines: Procurement under
IBRD Loans and IDA Credits, and is open to all bidders from eligible source
countries as defined in the guidelines. Interested eligible bidders may obtain
further information from the purchaser’s representative, ANO Environmental
Investment Center at the first address below, every working day from 1100 to
1800 hours (Moscow time). A complete set of bidding documents in English may be
obtained by bidders free of charge upon submission of a written application to
the purchaser’s at the second address below. Application must contain reference
to the bidding documents “IFB No.TPP-10-UN,” the bidder’s postal address as well
as the name, telephone and fax numbers of its responsible official, and the
information related to the way and the mean of the documents pick-up by and
delivery to the bidder. At the bidder’s choice, the bidding documents can be:
Picked up at the purchaser’s second address below on every working day, from
0900 to 1700 hours (Moscow time) by a bidder’s authorized representative upon
submission of a power of attorney. Bidder may also nominate a courier to pick up
the documents at the second address below in which case the purchaser must be
notified in advance about the details of the arrangement; or Sent to a bidder by
courier services at the bidder’s own cost and expense. In this case the bidder
must indicate in its application the name of the courier chosen by the bidder,
who will accept freight collect charges, and the number the bidder’s account
with such courier, as well as the address and the contact details of the Russian
offices of such courier in the cities of Saint-Petersburg and/or Petrozavodsk,
Republic of Karelia or, in case the courier does not have offices in these
cities, the name, address and the contact details of the authorized Russian
agent of such courier located in the above cities. Bids must be accompanied by a
security amount of not less than three per cent of the total bid price or, in
case the bidder is quoting for more than one of the items (a), (b), (c), and (d)
indicated in Clause 3 of the total cumulative sum of bid prices before discount
of all bids submitted by the bidder under this IFB. Bid must be delivered to
first address below at or before 1100 hours (Moscow time) on 7 October 2003.
They will be opened immediately thereafter, in the presence of the bidders who
choose to attend, at the first address below. Late bids will be rejected.
