This invitation for tenders follows the General Procurement Notice for this project which was published in Procurement Opportunities on the European Bank for Reconstruction and Development website on 25 July 2003 and in the Bulgarian newspaper \'Standart\' of 25 July 2003.

Kozloduy Nuclear Power Plant (KNPP), hereinafter referred to as the Purchaser, intends using a grant received from the Kozloduy International Decommissioning Support Fund, administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of decontamination and water treatment equipment.

The Purchaser now invites sealed tenders from potential suppliers for the following contract to be funded from the grant:

design, fabrication, installation and commissioning of devices, tools, systems and equipment to decontaminate the water and the surfaces of units 1 and 2 racks, pools and large tanks and to condition produced radioactive waste, in order to obtain dose rates, water characteristics and radioactive waste packages compliant with the respective requirements of the Safe Enclosure and Kozloduy Nuclear Power Plant (KNPP) water treatment systems and radioactive waste acceptance criteria.

The estimated contract award is June 2004. The equipment shall be delivered complete on site within 12 months of contract award and accepted by the Purchaser no later than 8 months after its delivery.

Tendering for contracts to be financed with the proceeds of a grant from the Bank is open to firms from all eligible countries as of 1st January 2004. These are: Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Netherlands, Portugal, Spain, Sweden, Switzerland, United Kingdom, and all so-called Phare countries and the EBRD\'s countries of operation.

The proceeds of the Bank\'s grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

To be qualified for the award of a contract, a tenderer will have to demonstrate to the Purchaser that it substantially satisfies the requirements detailed in the instructions to tender and tender data regarding its recent relevant experience and capabilities to provide such systems and equipment.

Tender documents may be obtained at the Purchaser\'s mailing address listed below, upon payment of a non-refundable fee of 250 EUR (two hundred and fifty euro), or equivalent in a convertible currency, in cash, or by bank transfer to the following bank accounts:

Bank commissions and fees shall be to the expense of the tenderer.

If requested, the documents will be promptly dispatched by courier, but no liability can be accepted for loss or late delivery.

All tenders must be accompanied by a tender security of 10 000 EUR (ten thousand euro) or its equivalent in a convertible currency.

Tenders must be delivered to the office at the address below on or before 15.00 (local Bulgarian time) on April 27th, 2004. On the following day, April 28th, 2004, at 10.00 (local Bulgarian time) they will be opened in the presence of those tenderers\' representatives who choose to attend.

Tenders delivered after this deadline will be rejected and returned unopened.
