This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business No. 648 of 16 February 2005.

The Republic of Croatia has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Coastal Cities Water Pollution Control Project, and it intends to apply part of the proceeds of this loan to payments under the contract for ICB No: HV/ICB/B-CWG-1/01, Municipal Waste Water Treatment Plant in Biograd-"Kumenat", I Phase, Turn key project, Design, Manufacture, Supply, Construction, Installation, Testing and Commissioning, EMV HV 35/05-JP 16/05.

This contract will be jointly financed by the World Bank, Croatian State Budget, Hrvatske vode and local authorities funds. Bidding will be governed by the World Bank’s eligibility rules and procedure.

Hrvatske vode Jadranski projekt d.o.o. now invites sealed bids from eligible bidders for the following contract:


Municipal Waste Water Treatment Plant in Biograd -Kumenat, I Phase, Turn key project, HV/ICB/B-CWG-1/01 - Preparation of Final Design, Construction of Plant`s Structure, Supplying and Installation of Equipment, with tests and taking over of the works and sections, as complete i.e. as turn key offer. Only one contract shall be signed.

The construction of Waste Water Treatment Plant of Biograd Riviera “KUMENAT”– Biograd n/m, PHASE I is the first development phase of the Biograd Riviera sewerage system, which also includes extension of sewerage system and construction of the marine outlet.

Technological solution of WWTP, Phase I is "Preliminary stage" of treatment: mechanical treatment – automatic sieve and sand/grase trap).

WWTP of Biograd Riviera “KUMENAT”– Biograd n/m, PHASE I has capacity of N = 27.325 PE with a "preliminary (mechanical) degree" of treatment, which includes:


Structure for Automatic “Fine” Sieves
--Automatic “Fine” 3 mm Sieves
--Screw Conveyor of Waste from Sieves
--Press (Compactor/Dehydrator) for Waste from Sieves
--Remaining Associated Equipment

Aerated Sand/Grease Traps

Flow Meter

Stations for Collection of Septic Tank contents

Marine Outlet Dosage Facility

Control-Operating Building

Structure for Air Blowers, Power Generator and Transformer Station

Time for execution of all works upon the contract is 18 months.

Interested eligible bidders should have a minimum of seven years of experience in design, supply and install construction and testing of similar facilities and reference list with regard to Bidder`s experience in designing, construction and supplying and installing of facilities at three treatment plants (min 10.000 PE), with the similar comparable technical parameters, such as one in this Project and are under operation.

Bidding will be conducted through the international competitive bidding procedures specified in the World Bank`s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997 and January 1999) and is open to all bidders from eligible source countries as defined in the guidelines.

Interested eligible bidders may obtain further information from Hrvatske vode Jadranski projekt d.o.o. (first and second address below) and inspect the bidding documents at the second address below from 0900 to 1100 hours (local time).

The complete set of the bidding documents in English may be purchased by interested bidders on the submission of a written application to the second address below and upon payment of a non-refundable fee of HRK 2,000 to the bank account of Hrvatske vode Jadranski projekt d.o.o. Zagreb at Zagrebaăka banka d.d. Zagreb account No. 2360000-1101806157, or in the amount of equivalent to HRK 2,000 in convertible currency to the foreign exchange account of Hrvatske vode Jadranski projekt d.o.o. at Zagrebaăka banka account no. 2100276366.

The method of payment will be cashier`s check, direct deposit to above account. On the payment certificate purpose of payment should clearly state "Nonrefundable Deposit for Bidding Document on Contract: Municipal Waste Water Treatment Plant in Biograd -Kumenat, I Phase, Turn key project, Design, Manufacture, Supply, Construction, Installation, Testing and Commissioning".

The document will be sent by courier service or by ordinary mail at the address given in the written request, but no liability can be accepted for loss or late delivery.

Bidder shall bear all costs associated with delivery of bidding documents, both by ordinary mail or by courier service. If the bidders choose delivery by courier service, preferable courier service and bidders referring account No., should be noted in the written application.

All bids must be accompanied by a bid security of HRK 600,000 or an equivalent amount in a freely convertible currency, and be delivered to the second address below by at or before 1200 hours (local time) on 3 November 2005.

Bids will be opened immediately thereafter at 1205 hours (local time) on 3 November 2005 at the second address below, in the presence of bidders’ representatives, who choose to attend, at the second address below. Late bids will be rejected.
