This request for expressions of interest follows the general procurement notice for this project that appeared in UN Development Business No. 657 of 30 June 2005.

The Government of the Republic of Armenia has received a credit from the International Development Association (IDA) for the Yerevan Water and Wastewater Project, and it intends to apply part of the proceeds of this credit to payments for Independent Technical Audit on the First Five Years of the Lease Contract on Water and Wastewater Systems of “Yerevan Water and Sewerage” CJSC Service Area.

The main objectives of the Consulting works of the Lease Contract are: (i) monitoring on the process for providing performance standards of the Lease Contract; (ii) “Base Year Data Report” compilation; (iii) substantiation of the value of all equipments and materials in stock of Company as of starting date to be transferred to the Lessee; (iv) Annual audit of technical, operation and maintenance, and management of the Lessee; (v) calculation of penalties payable; and (vi) review and confirmation of the final condition survey.

The Municipal Development Project Management Unit for the YWWP now invites eligible consultants to indicate their interest in providing the services. Interested consulting firms must provide information indicating that they are fully qualified to perform the services. This should include brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, and identification of staff suitable for relevant assignments. Consulting firms may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).

Expressions of interest must be delivered to the address below by October 11, 2005.
