Anotace tendru:

Evropská investiční banka vydala výzvu k předkvalifikaci na výstavba čističky odpadních vod, čerpacích stanic, tlakových potrubí a výpustného potrubí do moře a přestavba dvou existujících čerpacích stanic ve městě Karaduvar. Předkvalifikační dokumenty musí být podány do 14. 4. 2006 v angličtině nebo turečtině.

INVITATION FOR PRE-QUALIFICATION

MERSIN WASTEWATER PROJECT

TURNKEY DESIGN, CONSTRUCTION AND 60 MONTHS OF OPERATION WORKS FOR KARADUVAR WASTEWATER TREATMENT PLANT, PUMPING STATIONS, PRESSURE MAINS AND SEA OUTFALL STRUCTURE WITH ALTERATION AT TWO EXISTING PUMPING STATIONS

The Republic of Turkey, Mersin Water and Sewerage Administration, MESKİ General Directorate invites internationally experienced consortia or joint ventures to participate in the pre-qualification of the tender for Mersin Wastewater Project `Karaduvar Wastewater Treatment Plant, Pumping Stations, Pressure Mains and Sea Outfall Structure with Alteration Works at two Existing Pumping Stations`. The project also includes the operation of the constructed components and the relevant pumping stations in the network for a period of 60 months.

The works to be executed in the scope of this project are:

- Turnkey design, construction, mechanical and electrical works and operation of a fully biological wastewater treatment plant with anaerobic sludge treatment, connecting collectors and pressure mains as well as a sea outfall structure and alterations at two existing pumping stations including operation of all the facilities.

Financing of the project will be supported by the European Investment Bank (EIB), Luxembourg.

Main project criteria for the Wastewater Treatment Plant are given as follows:

Parameters for the design year 2020:

Population 1.050.000 P.E.

Total wastewater flow rate for WWTP-Qd 190.000 m3/day

The maximum standard values to be assured in the effluent water of the treatment plant are:

BOD5 ≤ 25 mg/l

Suspended solids ≤ 30 mg/l

N-total ≤ 10 mg/l

P-total ≤ 1 mg/l

In this scope, turnkey design and construction of Karaduvar WWTP, pumping stations, pressure mains and sea outfall structure with alterations at two existing pumping stations including operation of all the facilities, shall be awarded among the tenderers who will be chosen by pre-qualification internationally, according to FIDIC Design-Construction and Turnkey Works Specifications.

MESKI invites qualified experienced joint ventures and consortia to pre-qualification application in order to submit their offers.

Applicants must be joint ventures or consortia composed of firms as shown below:

1. Pilot Company: Internationally experienced firm/firms

2. Construction Company: Local or International firm/firms

3. Operation Company: Local or International firm/firms, in case, at least one of the pilot and the construction firms have no experience about operation of WWTP.

The applicants are required to provide evidence that they meet the minimum requirements defined in the pre-qualification document and they have the expertise, experience and financial strength to successfully complete the project.

For the pre-qualification the minimum requirements shall be:

Financial Capacity:

a) Pilot Company: Annual average turnover of minimum 30.000.000 Euro in the last five years (2000-2004)

b) Construction Company: Annual average turnover of minimum 10.000.000 Euro in the last five years (2000-2004)

c) Operation Company: Annual average turnover of minimum 2.000.000 Euro in the last five years (2000-2004) in commercial operation services.

Experience:

a) Pilot Company: The pilot firm shall have completed two similar municipal WWTP with a minimum capacity of 500.000 PE or one similar municipal WWTP with a minimum capacity of 500.000 PE and one municipal Drinking Water Treatment Plant with a minimum capacity of 300.000 m3/day within the last fifteen years (1990 to 2004).

b) Construction Company: The construction firm shall have completed one similar municipal WWTP project with a minimum capacity of 100.000 PE or one municipal Drinking Water Treatment Plant with a minimum capacity 100.000 m3/day within the last fifteen years (1990 to 2004).

c) Operation Company: The operation firm shall provide evidence to have successfully operated at least one similar municipal WWTP with a minimum capacity of 200.000 PE for a period of two years within the last fifteen years (1990 to 2004).

The pre-qualification documents and further information may be obtained after 1.3.2006 on a fee payment of 1.000 New Turkish Lira (including VAT) from the General Directorate of MESKI by the representatives of the consortia or joint ventures. The last date for buying pre-qualification documents is 12.4.2006.

The pre-qualification application documents, both in English and in Turkish, have to be delivered to MESKI not later than 14.4.2006, Friday at 12:00. Official opening of the bids shall be made on the same day (14.4.2006) at 14:00 at MESKI Meeting Room in the presence of representatives of the interested tenderers. MESKI assumes no responsibility for postal delays.

Pre-qualification documents shall be evaluated and the results shall be notified to the applicants. Only the joint ventures or consortia, that are selected by this method and qualified, shall be invited to tender. Joint ventures or consortia, that are qualified to attend the tender, shall purchase the tender documents at a charge of 5.000 New Turkish Lira (including VAT). Together with their offers, a bid bond of 2.000.000 EURO shall be requested from the joint ventures or consortia to attend the tender.

MESKI is not bound by the conditions of the Public Awarding Law No. 4734 of the Turkish Republic.
