V rámci projektu rozvoje dodávek vody poskytla Světová banka úvěr, v rámci kterého byl vypsán tendr na obnovu čistírny odpadních vod a výstavbu sítě. Uzávěrka tendru je 29. května 2006. Nabídka do tendru musí být zpracována v angličtině.

This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business No. 642 of 16 November 2004.

The Socialist Republic of Viet Nam has received a credit from the International Development Association (IDA) toward the cost of the Viet Nam Urban Water Supply Development Project, and intends to apply part of the proceeds of this credit to payments under Contract No. KAWSP-C1:


Rehabilitation of Cau Nguyet WTP and Construction of Network in Kien An in Hai Phong City, Viet Nam. The Hai Phong Water Supply Company now invites sealed bids from eligible bidders for the implementation and completion of:


(a) Rehabilitation and upgrading of the Cau Nguyet Water Treatment Plant for 40,000 m3/d capacity

(b) Construction of about 23.8 km new 200-800 mm ductile iron transmission system and a telemetry system in the urban area of Kien An

(c) Construction of a completely new water distribution system for 8 wards and selected adjacent communes in Kien An, including installation of about 14,900 new, metered house-connections

The construction period is 896 days. The existing water treatment facilities and transmission network will be kept in operation during the performance of the works.

Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all eligible bidders as defined in the guidelines and the Development Credit Agreement.

The Guidelines can be found on the World Bank’s web site at www.worldbank.org To be awarded the contract, bidders shall meet the qualification criteria stated in the bidding documents. Qualified domestic bidders may be eligible to receive a margin of preference of 7˝ percent in bid evaluation.

Government-owned enterprises in the Employer’s Country will be eligible to participate in bidding only if they can establish that they are legally and financially autonomous, operate under commercial law, and are not a dependent agency of the Borrower or the procuring entity. Military or security units, or enterprises, which belong to the Ministry of Defense or the Ministry of Public Security will not be permitted to bid.

As provided in the bidding documents, bidders engaged in corrupt or fraudulent practices in competing for, or in executing, a World Bank-financed contract will be declared ineligible, either indefinitely or for a stated period of time, from being awarded any contract financed by the World Bank.

Interested eligible bidders may obtain further information from and inspect the bidding documents at the Haiphong Water Supply Company at the address below during office hours from 0800 to 1130 hours and from 1400 to 1700 hours, Monday through Friday from 20 March 2006 to 21 April 2006.

A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of D 4,500,000 or US$ 300. The method of payment will be by cash or transferring/depositing the above amount into the Haiphong Water Supply Company’s VND bank account No. 3211.00000.10734 or foreign currency account No. 3211.0370008937 at Bank for Investment and Development of Viet Nam, Hai Phong Branch, 68-70 Dien Bien Phu St., Hai Phong City, Viet Nam.

The bidding documents may be received directly at the address below or sent by a courier service on the bidder’s specific request and upon payment of an additional non-refundable fee of D 300,000 or US$ 20 for domestic delivery within Viet Nam or D 4,500,000 or US$ 300 for overseas delivery. Haiphong Water Supply Company is not responsible for loss or late delivery of the bidding documents.

Bids must be delivered to address below by 1400 hours (local time) on 29 May 2006. All bids must be accompanied by a bid security of D 3,000,000,000 or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of bidders’ representatives and anyone who choose to attend at the address below at 1400 hours (local time) on 29 May 2006.
