Consulting Engineering Supervision Services For The Construction of Wastewater Treatment Plant & Deep Sea Outfall
1. The Republic of Turkey "The Borower" represented by the Undersecretariat of Treasury as well as SASKI – Samsun Water and Sewerage Administration "the Project-Executing Agency", have obtained financing from the KfW Entwicklungsbank and EIB, for the Wastewater Disposal Project Samsun ("Project") to implement the municipal wastewater treatment plant and the treated effluent sea outfall of Greater Samsun Municipality, as Financial Cooperation (FC) Project, and is intending to use part of these funds to make authorised payments under the Consulting Engineering Supervision Services, covered by this pre-qualification notice.

2. SASKI – Samsun Water and Sewerage Administration, designated here below as "the Project-Executing Agency", intends to proceed with the pre-qualification of Consulting Engineering firms for the supervision of the implementation of the following works to secure appropriate treatment and disposal of domestic type wastewater produced within Greater Samsun Municipality; which groups Samsun Metropolitan City and neighbouring municipalities:

- The construction of two trains of treatment facilities to cater for a biological treatment of a total wastewater flow of 120,000m3/day by the year 2015. Works, securing physical and biological treatment of the diverted wastewater flow, should be extendable by an additional treatment train of 60,000 m3/day capacity to be provided at a later stage to cater for the ultimate horizon requirement of the year 2030.

- The construction of sludge treatment facilities, including sludge thickening and/or drying, to meet 2015 requirements with provisions for future extension to meet the 2030 horizon requirement

- The construction of pumping facilities to pump into deep sea, the treated effluent to be delivered by the plant. Pumping facilities capacity should meet 2015 requirements but should be extendable to cater for the ultimate project requirements by the year 2030

- The provision and the installation of a 2,464 m. long 1,400mm diameter sea outfall to discharge treated effluent from the plant into deep sea at -25m under sea water level.

- The construction of ancillary works including an administration building, a motor control centre, transformers house, air blowers house, chemical house, etc..

- The provision of all infrastructure works within the site area which covers a total surface of 21.50 ha approximately

- The provision of all services from their source of supply. This will include water, gas (if any), electric power and telephone

3. All national or international firms or deliberately grouped firms may be considered as candidates for pre-qualification.

4. SASKI or the Project Executing Agency hereby invites all interested consulting firms or deliberately group of consulting firms, to apply for the pre-selection document, either by mail or by fax as of 30 June 2006 to the following address:

5. In their letter of application, firms should clearly mention the file name as follows: "Application for the pre-qualification file for the Supervision Services for Construction Work of Wastewater Disposal Project - Samsun.

6. In order to be pre-selected, the candidate should, at least, have successfully supervised the implementation, during the past ten (10) years, works similar to the ones to be implemented (supervision of waste water treatment plant construction and deep sea outfall) as part of the present project and in conformity with the instructions given to candidates.

7. Candidates for pre-selection should deliver their application in a sealed envelope, either directly or by recorded delivery mail, to the above address, at the latest by 30 June 2006 at 17h00 p.m. (local time).

8. Documents to be submitted include:

- Corporate profile and status of the applicant(s)

- Evidence of financial resources in relation to the volume of services required (inter alia: confirmation of guarantee line given by the firms` or the companies` principal bank, legally binding signed declaration of undertaking from the applicant in compliance with the attached sample of Appendix 1, balance sheets and profit and loss accounts for the last three years)

- Relevant references from the last ten years proving technical qualifications and experience in Turkey and in the region (maximum ten references per sector of operation)

- Curricula vitae of consultant`s key personnel who will provide monitoring and back-up services from the home office of the firm or the company

- Statement of personnel structure (number and qualifications)

- Declaration of intent regarding cooperation with the name of the leading company or leading firm

- Declaration on associated firms
