This request for expressions of interest (REI) follows the general procurement notice for this project that appeared in UN Development Business No. 669 of 31 December 2005.

Georgia has obtained financing from the World Bank toward the cost of an Infrastructure Pre-Investment Facility, and intends to apply part of the proceeds to payment for consultant services relating to the Khudoni Hydropower Project.

The Ministry of Energy of Georgia now invites eligible consultants to express their interest in undertaking a Strategic Environmental Assessment (SEA) of a Power Generation Expansion Plan for Georgia.

The Khudoni Hydropower Project investigates the feasibility of building a dam and a magnitude 700 MW hydropower plant on the Enguri River in western Georgia. While other studies will establish the feasibility of that specific power plant in technical, economical, environmental and social terms, this consultant assignment for the SEA shall help establish Khudoni’s position in a Georgian power generation expansion plan (with alternative scenarios).

The consultant shall develop the generation expansion scenarios based on his forecasts of electricity demand, his assessment of potential domestic sources of power supply including rehabilitation and expansion of existing plants (hydropower and thermal power), cost of electricity imports and fuel imports (natural gas, other) and other factors.

The developed least-cost generation expansion scenarios shall be modified to take into account quantifiable environmental and social costs, and scenarios shall also be developed to analyze impacts of non-quantifiable environmental and social costs. Existing transmission system expansion plans shall be reviewed and commented upon on the basis of the generation expansion scenarios. The consultant shall screen all main potential power generation technologies of relevance for Georgia. It is expected that hydropower developments will have a central role in a Power Generation Expansion Plan, with one of the issues being the attractiveness of developing few and large hydropower plants (notably the development of Khudoni) versus a large number of smaller plants.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition).
