This notice follows the general procurement notice for this project published on the EBRD Web site on 29 July 2005.

Municipal Unitary Enterprise “Syktyvkarskiy Vodocanal” of the Municipality “The City of Syktyvkar” has received a loan from the European Bank for Reconstruction and Development (EBRD) and a grant from the Northern Dimension Environmental Partnership Support Fund toward the cost of the Syktyvkar Municipal Water Services Development Project. On the part of Russia, Municipal Unitary Enterprise “Syktyvkarskiy Vodocanal” shall co-finance the components of the project from own funds.

The project is located near the city of Syktyvkar in the North of the Russian Federation.

Municipal Unitary Enterprise “Syktyvkarskiy Vodocanal” of the Municipality “The City of Syktyvkar” now invites sealed tenders from companies and contractors for the following contract to be funded from part of the loan proceeds:


S7: Water main construction between WPS2 and WPS3 (Lot S7/1) – Tender for construction of a sluice of 800 mm in diameter from low-pressure polythene from pumping station of second stage up to pumping station of third stage

At present time Municipal Unitary Enterprise “Syktyvkarskiy Vodocanal” invites companies and subcontractors to produce sealed tender proposal for the contract described below.

The works under this contract comprise the detailed engineering and design, procurement, manufacture, supply, transport, construction, testing, commissioning and handing over of works. Expected time for completion is 450 days.

To be qualified for participation in the tender, bidders must satisfy the following minimum criteria:
--Average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last four years of US$ 10 million equivalent
--General and specific experience as a successful prime contractor in the execution of at least three projects within the last five years which included new construction of pipelines with minimum contract amount of US$ 1 million
--License for design work and construction work and all other works in Russia relevant to the above project (Otherwise, the bidder or his sub-contractor will have to obtain such license within 20 days of the contract award to contract signing.)
--License of prime contractor (Otherwise, the bidder will have to obtain such license within 20 days of the contract award to contract signing.)
--Be registered with the Russian Tax Authorities (Otherwise, the bidder will have to register within one month after signing the contract.)

Tendering for contracts to be financed with the proceeds of a loan from the EBRD and partly from own funds of Municipal Unitary Enterprise “Syktyvkarskiy Vodocanal” of the Municipality “The City of Syktyvkar” will be based on the EBRD’s Procurement Policies and Rules and is open to firms from all countries.

The proceeds of the EBRD loan will not be used for payments to persons or entities or for any import of goods if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the United Nations Charter.

Starting on 8 May 2006, the tender documents (in English, with Russian translation) may be obtained at the address below upon written request and payment of a non-refundable fee of € 300 (VAT included) or its equivalent in a convertible currency or in Russian Roubles (only for Russian bidders) at the exchange rate determined by the Central Bank of the Russian Federation on the date of payment.

The documents may be picked up at the address listed below or can be sent by courier in electronic version on CD in pdf format (for text) and Excel format (for price schedules) at the recipients expense to the address listed on the written request mentioned above. If requested, the documents will be promptly dispatched by airmail, but no liability can be accepted for loss or late delivery.

All tenders must be accompanied by a security of € 50, 000 or its equivalent.

The tender documents must be duly completed and delivered to the address below on or before 17 July 2006 at 1400 hours (Moscow time), at which time they will be opened in the presence of the bidders who choose to attend. The tender documents should be submitted both in paper and electronic (CD) identical versions. All the price schedules should be fulfilled and saved in Microsoft Excel format. Documents received late will be rejected and returned unopened.
