Anotace tendru:

Účelem veřejné zakázky je připravit investiční balíky pro prioritní projekty v oblasti odpadních vod v souladu s tureckými zákony a se systémem práva EU.
Služby, které mají být v rámci této zakázky poskytovány, mimo jiné zahrnují:
- příprava generálních plánů pro 12 vybraných projektů, které určují dlouhodobé zlepšování služeb a investičních potřeb ve vodním hospodářství.
- podrobná studie proveditelnosti pro každý z 12 vybraných investičních projektů v oblasti odpadních vod
- monitorování životního prostředí
- připravit investiční přihlášky pro výše zmíněné projekty

Nabídky musí být doručeny v anglickém jazyce nejpozději do 10.5.2007

6. Nature of contract:
Fee-based.
7. Contract description:
The main purpose of this contract is to prepare investment packages for priority projects in the wastewater sector in accordance with Turkish legislation and the EU body of law.
The services to be accomplished under this contract are:
— prepare master plans for the 12 selected projects that identify the longer-term service improvement and investment needs in the water sector. The master plan shall be supported by a local socio-economic and affordability study and an outline financial plan that would lead to least-cost water utility service improvement and compliance;
— a detailed feasibility study for each of the selected 12 wastewater investment projects considering environmental, legal, technical, financial and socio-economic aspects;
— environmental screening and, where required, an environmental impact assessment for each project;
— if necessary, site investigations and preparation of maps and geo-technical reports of the project by considering İller Bank`s design specifications for wastewater treatment plants (2005) or equivalent;
— to prepare full tender dossiers for works, service and supply contracts for each project area according to the procurement procedures for EC external aid actions;
— to prepare investment applications for the above-mentioned projects (including all necessary supporting documents) to secure such IPA funding as would allow the municipalities/unions in the wastewater sector to take the actions necessary to meet the European Union`s and Turkey`s quality standards.
— to prepare terms of reference for the supervision of the works contract for each project.

Conditions of participation

11. Eligibility:
Participation is open to all legal persons of the EU Member States and the countries and territories of the regions covered and/or authorised by the Regulations on access to Community external assistance and other specific instruments applicable to the programme under which the contract is financed (see also point 30 below). Participation of natural persons is directly governed by the specific instruments applicable to the programme under which the contract is financed.
12. Candidature:
All eligible natural and legal persons (as per point 11 above) or groupings of such persons (consortia) may apply.
A consortium may be a permanent, legally established grouping or a grouping which has been constituted informally for a specific tender procedure. All members of a consortium (i.e. the leader and all other members) are jointly and severally liable to the contracting authority.
The participation of an ineligible natural or legal person (as per point 11) will result in the automatic exclusion of that person. In particular, if that ineligible person belongs to a consortium, the whole consortium will be excluded.
13. Number of applications:
No more than 1 application can be submitted by a natural or legal person whatever the form of participation (as an individual legal entity or as leader or member of a consortium submitting an application). In the event that a natural or legal person submits more than 1 application, all applications in which that person has participated will be excluded.
14. Shortlist alliances prohibited:
Any tenders received from tenderers comprising firms other than those mentioned in the short-listed application forms will be excluded from this restricted tender procedure. Short-listed candidates may not form alliances or subcontract to each other for the contract in question.
15. Grounds for exclusion:
As part of the application form, candidates must submit a signed declaration, included in the standard application form, to the effect that they are not in any of the exclusion situations listed in Section 2.3.3 of the `Practical guide to contract procedures for EC external actions` (available from http://ec.europa.eu/europeaid/index_en.htm).
16. Subcontracting:
Subcontracting is allowed but the total value of the subcontracted part of the services must not exceed 30 % of the contract value.
17. Number of candidates to be shortlisted:
On the basis of the applications received, at least 4 and at most 8 candidates will be invited to submit detailed tenders for this contract.

19. Provisional commencement date of the contract:
October 2007.
20. Initial period of execution and possible extension of the contract:
The period of execution of the tasks is 13 months.

Selection and award criteria

21. Selection criteria:
The following selection criteria will be applied to candidates. If applications are submitted by a consortium, these criteria will be applied to the consortium as a whole:
1) Economic and financial capacity of candidate (based on item 3 of the application form):
(a) average annual turnover of the candidate must exceed EUR 1 000 000 for the last 2 years (2005, 2006);
b) the averages of cash and cash equivalents at the beginning and end of each year must be positive for the last 2 years (2005, 2006). Candidates who have been operational for less than 2 years will have to demonstrate that their last year`s turnover was over EUR 1 000 000 and operational cash flow for the last year was positive.
2) Professional capacity of candidate (based on items 4 and 5 of the application form):
— at least 20 staff (this year 2007) should be currently working for the candidate in fields of expertise related to this contract.
3) Technical capacity of candidate (based on items 5 and 6 of the application form):
(a) completed consultancy services under one or several WWTP projects, including preparation of technical specifications, site investigations, feasibility reports, EIA reports, master plans, designs, with a minimum cumulative value of service contract(s) EUR 1 000 000 within the 5-year period from 1.1.2002 to the date of the tender;
(b) preparation of tender dossiers in accordance with FIDIC contract procedures within the 5-year period from 1.1.2002 to the date of the tender;
(c) preparation of ISPA, Cohesion Fund or ERDF type application forms for EU funding with annexes (environmental impact assessment, financial and economic cost benefit analyses, feasibility studies) for at least one environmental infrastructure project within the 5-year period from 1.1.2002 to the date of the tender.
If more than 8 eligible candidates meet the above selection criteria, the relative strengths and weaknesses of the applications of these candidates must be reexamined to identify the 8 best applications for the tender procedure. The only factors which will be taken into consideration during this re-examination are based on point 3 (a) above (i.e. cumulative service contract value).
22. Award criteria:
As specified in the tender dossier annexed to the letter of invitation to tender which will be sent to short-listed candidates.

Any application received after this deadline will not be considered.

Any other documents (brochure, letter, etc.) sent with an application will not be considered.

Applications submitted by any other means will not be considered.
26. Alteration or withdrawal of applications:
Candidates may alter or withdraw their applications by written notification prior to the deadline for submission of tenders. No application may be altered after this deadline.
Any such notification of alteration or withdrawal shall be prepared and submitted in accordance with point 25. The outer envelope (and the relevant inner envelope) must be marked `Alteration` or `Withdrawal` as appropriate.

All written communications for this tender procedure and contract must be in English.
