INVITATION FOR PREQUALIFICATION OF CONTRACTORS

The Republic of Lebanon, represented by the Ministry of Energy and Water and the Council for Development and Reconstruction (CDR), has requested financing for the project from the European Investment Bank (EIB) and intends to prequalify contractors for the Greater Beirut Northern Area Wastewater Treatment Plant Project.

The works will include construction of a wastewater treatment plant (approximate average flow of 330,000 m3/day ) with preliminary treatment facilities including coarse and fine screens, grit and sand removal, oil and grease removal, pumping station as well as administrative buildings, site works and Operation and maintenance for a period of 3 years.

Prequalification is open to firms and joint ventures from eligible Lebanese and foreign companies from the European Union or elsewhere. The above works will be executed by a single contract under international Competitive Bidding. It is expected that Invitations to tender will be issued in the Third quarter of 2007.

A minimum requirement for qualification will be to have successfully carried out:

1. Average annual turnover (defined as billing for works in progress and completed) in the last five years of US$ 20 Million,

2. Successful experience as prime contractor in the execution of at least three projects of similar nature and complexity during the last five years (Preliminary Wastewater Treatment Plants, Large Sewer Pumping Stations). At least one of these projects should have a value of not less than US$ 10million. In addition, applicants will be required to show experience of operation and maintenance of similar works.

Eligible applicants may obtain the prequalification documents from CDR offices as of Monday April 23rd 2007 from 09:00 to 14:00 o`clock, Beirut local time, for a non-refundable fee of 500 USD in the form of a banker`s certified check in the name of the Council for Development and Reconstruction, at the following address:

Duly completed prequalification documents must be delivered in sealed envelopes to the Council for Development and Reconstruction - Tallet Al Serail - Beirut -Lebanon, not later than 12:00 o`clock noon, Beirut local time on Wednesday June 6th 2007.
