Anotace tendru:

Vláda Zambie obdržela od Mezinárodní Asociace pro Rozvoj (IDA) v rámci Světové banky (WB) úvěr na financování projektu zlepšení podmínek ve vodohospodářství a část prostředků hodlá použít na platby kontraktu na dodávky specializovaných vodovodních a kanalizačních zařízení. Tendr je rozdělen do dvou částí:
• Lot 1: dodávky specializovaných vodovodních a kanalizačních zařízení (různé množství)
• Lot 2: geofyzické výzkumy a zařízení pro monitorování studní (různé množství)
Nabízející mohou podat nabídku na libovolný jeden Lot nebo na oba dva Loty současně. Vhodní zájemci o účast ve výběrovém řízení (kritéria viz níže) mohou zakoupit kompletní nabídkovou dokumentaci v angličtině na základě písemné žádosti a po zaplacení nevratného poplatku ve výši 500.000,- K na níže uvedené adrese. Pro doručení dokumentace do zahraničí je nutno zaplatit další poplatek ve výši dostatečné pro doručení. Nabídky musí být podány na na druhou z níže uvedených adres nejpozději do 21. prosince 2007 do 14:30 hodin místního času. Spolu s s nabídkou musí být poskytnuta záruka za nabídku ve výši 30 mil. K v případě podání nabídky na oba Loty, anebo 15 mil. K v případě podání nabídky na Lot 1 nebo Lot 2.

This invitation for bids follows the general procurement notice that appeared in UN Development Business No. 696 of 30 January 2007.

The Government of Zambia has received a credit from the International Development Association (IDA) toward the cost of Water Sector Performance Improvement Project, and it intends to apply part of the credit proceeds to payments under the contract for the supply and delivery of specialized water and sewer equipment: LWSC/PU/WSPIP/G-007/2007.

The Lusaka Water and Sewerage Company Limited now invites sealed bids from eligible and qualified bidders for supply and delivery of (delivery time 8- 16 weeks):
• Lot 1: Delivery specialized water and sewer equipment (various quantities)
• Lot 2: Geophysical investigation and borehole monitoring equipment (various quantities)

Bidders may quote for one or both lots but in each case bidders are required to quote for all the items under each lot. Any bid not quoting for all the items in the lot shall be rejected as non responsive for that lot. Bids shall be evaluated lot by lot and award of contract shall be by lot. The Purchaser shall award the contract to the lowest evaluated bidder who meets all other qualification requirements.

Bidders shall be required to have the following minimum qualifications:

(i) Should have performed at least two contracts of at least the same value in the last three years. Evidence may be in the form of a statement from the purchaser/customer or a copy of a signed delivery note.
(ii) Copies of audited account for the past two financial years must be provided.
(iii) The bidders must provide evidence that they have necessary liquidity to undertake the supply and delivery of the required specialized water and sewer equipment.
(iv) Evidence of existence of after sales service in Purchaser’s country for specialized water and sewer equipment supposed to be supplied.
(v) Technical catalogue outlining specifications and demonstrating compliance of required minimum technical specifications.
(vi) Manufacturer’s authorization of bidder if bidder is not the manufacturer of the motor vehicles supposed to be supplied.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the guidelines.

A complete set of Bidding Documents in English may be purchased by interested bidders from the The Purchasing Manage (Ground Floor) of the Lusaka Water and Sewerage Company Limited at the address below and upon payment of a non refundable fee K 500,000 local currency or an equivalent in any freely convertible currency. The method of payment will be cash or bank certified check. The Bidding Documents shall be collected from the address below. For interested bidders not represented in Zambia, the documents will be sent by courier service upon payment of an additional amount sufficient to cover the cost of the courier service.

Bids must be delivered to the Reception Area of Lusaka Water and Sewerage Company Limited (Ground Floor) at the address below at or before 1430 hours (local time) on Friday, 21 December 2007. Electronic bidding will not be permitted. Late bids will be rejected. They will be opened immediately thereafter, in the presence of the bidders or their representatives who choose to attend, at The Lusaka Water and Sewerage Company Limited Boardroom at the address below. All tenders must be accompanied by a bid security of:
• K 30 million or equivalent in freely convertible foreign currency equivalent such as United States dollars if the bid is for both Lot 1 and 2.
• K 15 million or equivalent in freely convertible foreign currency equivalent such as United States dollars if the bid is for Lot 1 only
• K 15 million or equivalent in freely convertible foreign currency equivalent such as United States dollars if the bid for Lot 2 only.
