Anotace tendru:

Obecní správa Surgutské oblasti v rámci Ruské Federace obdržela od Evropské banky pro rekonstrukci a rozvoj (EBRD) půjčku na implementaci projektu rozvoje obecní infrastruktury v Surgutské oblasti a část prostředků hodlá použít na rekonstrukci čistíren odpadních vod. Tendr je rozdělen do dvou částí – Lot 1 a Lot 2.
• Lot 1: rekonstrukce čistíren v sídlišti Nizhnesortymsky se zvýšením kapacity z 3,200 na 7,200 m3/den
• Lot 2: rekonstrukce čistíren v sídlišti Fedorovsky s kapacitou 16,000 m3/den
Zájemci mohou podat nabídku na jeden Lot nebo oba Loty současně. Cenová nabídky musí být podána na každý Lot zvlášť. Předpokládaná doby výstavby je 18 měsíců od zahájení prací. Vhodní zájemci o účast ve výběrovém řízení (kritéria vhodnosti viz níže) mohou zakoupit kompletní tendrovou dokumentaci v angličtině na základě písemné žádosti a po zaplacení nevratného poplatku ve výši 13.500,- Rub nebo 400,- EUR. Dokumentace může být vyzvednuta osobně nebo zaslána kurýrní službou po zaplacení dalšího poplatku ve výši 19.000,- Rub nebo 560,- EUR. Nabídky musí být podány nejpozději do 24. ledna 2008 do 12:00 hodin. Spolu s nabídkou musí být poskytnuta záruka za nabídku ve výši 1.200.000,- Rub za Lot 1 a 800.000,- za Lot 2 nebo ekvivalent ve volně směnitelné měně. Pre-Bid Meeting se koná 19. prosince 2007 v 15:00 místního času.

This invitation for tenders follows the general procurement notice for this project published on the EBRD website on 10 July 2006, and recently updated on 21 November 2007.

The Surgut Area municipal formation has received a loan from the European Bank for Reconstruction and Development (EBRD) for implementation of the Surgut Area Municipal Infrastructure Development Project. In order to perform practical activities under the project the Surgut Area has established a Project Company, MUE “TO UTViV No 1” (employer).

The employer now invites tenders from contractors for the contract 3b to be co-financed from part of the proceeds of the loan from the EBRD and the municipality of Surgutsky Rayon, including the reconstruction of water treatment plants in Nizhnesortymsky and Fedorovsky settlements of the Surgutsky Rayon within the scope.

The scope of works is comprised of two lots:
• Lot 1: Reconstruction of water treatment plants in the Nizhnesortymsky settlement with the capacity increase from 3,200 to 7,200 m3/day
• Lot 2: Reconstruction of water treatment plants in the Fedorovsky settlement with the capacity of 16,000 m3/day

The scope of works to be performed by the contractor includes design works with development of the detailed design, supply, installation and pre-commissioning works, repair and construction works in buildings and premises of the water intake and water treatment plant.

Tenders are invited for one or two lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts, and such discounts will be considered in the comparison of tenders.

The anticipated time for completion of each lot is 18 months from the startdate.

Tendering for contracts to be financed with the proceeds of a loan from the EBRD and funds of the Surgut Area is open to firms from all countries. The proceeds of the EBRD loan and Surgutsky Rayon funds will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the United Nations Charter.

To be qualified for the award of a contract, tenderers must satisfy the following minimum qualification criteria:
--Average annual turnover as prime contractor over the last three years of no less than € 2.9 million equivalent for lot 1 and € 1.9 million equivalent for lot 2
--Successful experience in reconstruction or construction of at least three water treatment plants in similar climatic conditions over the last five years
--Candidate for tenderer’s proposed project manager must have no less than ten years total experience, 5 five years experience of similar work, and three years in a similar position(representative of the contractor for similar contracts).
--Candidate for the proposed design manager must have no less than ten years total experience, five years experience of similar work, and three years in a similar position (representative of the contractor for similar contracts).
--Access to, or available liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to bear costs associated with the execution of the works under the contract for a period of three months, estimated as no less than € 300,000 equivalent for lot 1 and € 200,000 equivalent for lot 2
--For Russian companies: all taxes due in the Russian Federation during the last two years must have been paid.
--The tenderer should have — or obtain prior to the Contract award — all required licenses to perform design/engineering and construction works in the Russian Federation.
--The tenderer should be certified for quality standard ISO 9001 (or equivalent) or should present his quality assurance plan to demonstrate quality assurance procedures, which must be applied for the execution of works under the contract.

Tender documents may be obtained from the address below upon payment of a non-refundable fee in the amount of RUB 13,500 or € 400, including 18 per cent VAT. Contractors wishing to receive the tender documents by courier are required to make a payment of a non-refundable fee in the amount of RUB 19,000 or € 560, including VAT. The documents will be promptly despatched by courier, but no liability can be accepted by the employer for loss or late delivery.

All the costs of effecting of payments must be borne by the payer (tenderer).

All tenders must be accompanied by a security in the form provided in the tender documents amounting to RUB 1,200,000 for lot 1, and RUB 800,000 for lot 2 or their equivalent in a convertible currency on the date of issuance.

Tenders must be duly completed and delivered to the office at the address below on or before 24 January 2008 at 1200 hours(local time), at which time they will be opened in the presence of the tenderers’ representatives who choose to attend. Documents received late will be rejected and returned unopened.

A pre-tender meeting will be held at 1500 hours (local time) at the address below on 19 December 2007, and those tenderers who have purchased the tender documents are invited to attend. Tendering for this contract is open to firms that officially purchased the tender documents or joint ventures that include a tenderer who officially acquired the tender documents.
