Muğla Municipality vypisuje výběrové řízení na výstavbu čistírny odpadních vod. Nabídka do tendru musí být zaslána do 27. ledna 2009. Financování je zajištěno úvěrem EBRD. Nabídka do tendru musí být zpracována v angličtině.

The General Directorate of İller Bank received loan from the International Bank for Reconstruction and Development toward the cost of MUNICIPAL SERVICES PROJECT. Iller Bank allocated some part of the loan to Muğla Municipality (herein after called Sub-Borrower / Client) for the finance of the sub-project titled "Water Network Rehabilitation, Sewerage Network, Discharge of Sewerage Wastewater and Wastewater Treatment Plant Project". Muğla Municipality intends to apply part of the proceeds of this loan to payments under the contract for Construction of Muğla Waste Water Treatment Plant, Contract No: MUG-W3.

The sub-borrower Muğla Municipality now invites sealed bids from eligible bidders for Muğla Municipality Waste Water Treatment Plant Construction, Contract No: MUG-W3. The construction period is twelve (12) months, followed by six (6) months of trial operation and training and one year defects liability period. Design, construction, commissioning and trial operation of the following units are in the scope of the contract.

. Waste water treatment plant with activated sludge process and anaerobic sludge digestion. The average daily capacity of the plant for the year 2020 is 17.000 m 3 .
. Gravity line from Manhole 2910 to Düğerek Pump Station, Düğerek Pump Station including all piping, cabling and site arrangement works in the pump station area and construction of pumping line between Düğerek Pump Station and WWTP ( Æ 280 mm HDPE, approximate length = 1 400 m).
. Irrigation water pumping line from waste water treatment plant to the Irrigation water reservoir (250 mm in diameter and approximately 2350 m in length) and irrigation water reservoir ( 200 m 3)
. Treated waste water pumping line from waste water treatment plant to the abondened quarry area ( 800 mm in diameter and approximately 5500 m in length)

All items required in the Technical Specifications must be quoted for. Otherwise, the bid may be evaluated by the Employer as non-responsive.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank`s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004), and is open to all bidders from eligible source countries as defined in the guidelines. Minimum criteria that shall be taken into consideration during the evaluation will be;

. Average annual turnover from civil works contracting activities including supply & installation of similar plant be larger than 7.7 Million EUR or equivalent over the last five (5) years;
. Financial resources and access to finance of not less than 2.0 Million EUR or equivalent;
Prime Bidder:
If the bidder bids as a prime bidder he should have the following experiences as prime contractor or as lead partner.
. Design and build contract or design, construction, supply and installation of mechanical and electrical equipment of Waste Water Treatment Plant having activated sludge process with a total average capacity of 25 000 m 3 /day at least within a single contract during the years from 1998 to the latest day allowed for the bid submission. And,
. Design and build contract or the construction and/or installation works of at least one anaerobic sludge digester (minimum volume: 1.500 m 3 ) with energy recovery unit or anaerobic wastewater treatment plant with a minimum average capacity of 150 m 3 /day including energy recovery unit within the years from 1998 to the latest day allowed for the bid submission.
The above requirements shall be met individually in case the Bidder has given references as a prime contractor or jointly by the members of the JV or consortium if the bidder has given references as a JV, provided that the Bidder is the leader of the JV or consortium for the reference plants.
Joint Venture Bidder:
. If the Bidder is a Joint Venture , the criterion above will be evaluated for the JV as a whole whereas the lead partner should have lead a contract in the capacity of a lead partner including design, construction, supply and installation of mechanical and electrical equipment of at least one Waste Water Treatment Plant with a minimum average capacity of 20 000 m 3 /day within a single contract . The partners should have experiences in construction and/or supply and installation of electrical and/or mechanical equipment in similar plants with a minimum average capacity of 5 000 m 3 /day. And,
. Lead or any of partners shall have reference of design and build contract or the construction and/or installation works of at least one anaerobic sludge digester (minimum volume: 1.500 m 3 ) with energy recovery unit or anaerobic wastewater treatment plant with a minimum average capacity of 150 m 3 /day including energy recovery unit within the years from 1998 to the latest day allowed for the bid submission.
Above design requirement for both Prime Bidder and Joint Venture Bidder may be met by using a design company`s experience in the capacity of a subcontractor. If the Bidder subcontract the design components, in this case the subcontractor should comply with the technical criteria above being a proven designer of waste water treatment plant(s) and anaerobic wastewater treatment plant/sludge digesters.
. Having qualified staff to perform the contract within the given design, construction, supply and installation period;

The evaluation of Bids will take into consideration the Bid Prices as well as operational expenses over a 15 years period.

Interested eligible bidders may obtain further information from Muğla Municipality and inspect the bidding documents at the address (address 1) given below from 9:00 to 17:00 hours (local time) at working days.

The Bidders may obtain further information which they may require for preparation of bid documents, and may review documents available at the following address of (Address 2) Muğla Municipality during working hours 09.00 to 17.00. The Bidders may, upon written application to the following address, purchase the Bid Documents, at EUR 200.- (including VAT) which is to be deposited at Account No: 35758219 of Muğla Branch Office of Ziraat Bank referring also to Contract No. MUG-W3. The fee deposited for purchasing the Bid Documents shall by no means returned. Bid Documents may be delivered by courier if requested upon submission of a Bank receipt if cargo cost born by the receiver.

Bids with a validity period of 120 days must be delivered to the address below (address 2) at or before 27/January/2009 at 14:00 hours (local time) . All bids must be accompanied by a bid security of EUR 25 0,000 or the equivalent amount in a freely convertible currency calculated 28 days before the day of Bid opening based on the cross currency rates published by the Central Bank of Turkey at www.tcmb.gov.tr /yeni/kurlar/ kurlar.html with the beneficiary " Muğla Municipality " and with a validity of 148 days. Late bids will be rejected. Bids will be opened in the presence of the bidders` representatives who choose to attend at the address below (Adress 3) at 27/January/ 2009 at 14:15 hours (local time).
