Anotace tendru:

Vláda Albánie obdržela úvěr od Světové banky (WB) na financování projektu „Intergrated Coastal Zone Management and Cleanup Project“ a zamýšlí použít část těchto prostředků na financování na odstranění znečištění v půdě v Porto Romano Hot Spot "(Durres Albania).
Vhodní zájemci o účast ve výběrovém řízení (kritéria viz níže) mohou zakoupit kompletní tendrovou dokumentaci na základě písemné žádosti a po zaplacení nevratného poplatku ve výši 300 ALL nebo ekvivalentu ve volně směnitelné měně na níže uvedené adrese, kde je též možno získat více informací o projektu, případně nahlédnout do tendrové dokumentace, a to v době mezi 8:00-16:30 (Po-Čt) a 08:00-14:00 Pá. Nabídky musí být doručeny na níže uvedenou adresu nejpozději do 4. února 2009 do 10:00 hodin místního času. Spolu s nabídkou musí být poskytnuta záruka za nabídku ve výši 56 tis. USD.

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in UN Development Business No. 622 of 16 September 2005.

2. The Government of Albania has received credit from the International Development Association toward the cost of Integrated Coastal Zone Management and Cleanup Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for “Remediation Works for Soil Pollution in Porto Romano Hot Spot”(Durres-Albania) CW/ICB/C.3.

3. The Ministry of Public Works, Transport and Telecommunication, PCU of ICZMP now invites sealed bids from eligible and qualified bidders for ““Remediation Works for Soil Pollution in Porto Romano Hot Spot” (Durres-Albania). The construction period is 10 (ten) months. The Contract shall be signed immediately after the Ministry obtains the Construction Permit for the Works.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

5. Interested eligible bidders may obtain further information from the Ministry of Public Works, Transport and Telecommunication (PCU): E-mail: iczmp@abcom.al and inspect the Bidding Documents at the address given below from 8.00 am to 16.30 pm, Monday through Thursday and 8.00 am to 14.00 on Friday.

6. Qualifications requirements include:

(a) An average annual amount of construction work of not less than US$ 5,000,000 (five million) US$ over a period 5 years;
(b) Experience as prime contractor: at least two (2) similar contracts over the past 5 years. These contracts should include the following elements:
(i) Site remediation of contaminated land of at least 5 hectares.
(ii) Demolition work and handling of contaminated structures including a tall chimney
(ii) Installation of a landfill lining system and a landfill capping system.
(c) Liquid assets/credit facilities net of contractual commitments of not less than 850,000 USD
(d) The Bid Security amount is US$ 56,000

7. A complete set of Bidding Documents in the English Language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non refundable fee 30 000 ALL (thirty thousand Albanian Lek) or equivalent.

The documents can be sent electronically as speedier way (this will be done after having paid the fee) but a hard copy should be sent anyway to the companies as official document. The Bidding Documents will be sent by Express Courier at the bidder’s expense.

8. Bids must be delivered to the address below at or before 4 February 2009 at 1000 hours (local time). Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person and not on-line at the address below at 4 February 2009 at 1000 hours (local time).

9 All bids shall be accompanied by a Bid Security of US$ 56,000.
