Municipality of Tehran has applied for a grant through the International Bank
for Reconstruction and Development (IBRD), and intends to use part of the grant
proceeds to payments for a contract entitled feasibility and design studies, as
part of project preparation. The main objectives of the feasibility and design
studies are to evaluate the basic project concept, and several alternative
components, and to coordinate the separate parallel studies in social assessment
and environmental assessment. The consultant will be requested to justify an
optimal project concept, and then proceed to detailed design for a few priority
project components. The services for the feasibility and design studies will
include (i) institutional, technical, financial and economic analyses, (ii)
liaison with the separate social assessment and environmental assessment, (iii)
recommendation of an optimal project concept and project components, and (iv)
recommendation of performance standards, with appropriate design and
specifications. The consultant should show ability and experience to manage
teams with interdisciplinary skills, as for example team members who have
expertise in solid waste collection and transfer services, recycling and
recuperation of materials, landfill design, financial analysis, economic
analysis, institutional analysis, private sector issues and experience with
management of special wastes (e.g. industrial, hazardous and healthcare wastes).
The consultant should have a proven track record of experience in urban
environmental projects, extensive knowledge of solid waste management, and
familiarity with World Bank project preparation procedures, including the social
and environmental policies of Iran and of the World Bank. The Municipality of
Tehran now invites eligible consultants to indicate their interest in providing
the above described services. Interested consultants must provide information
indicating that they are qualified to perform the services (brochures,
description of similar assignments, experience in similar conditions,
availability of appropriate skills among staff, etc.). Consultants may associate
to enhance their qualifications. A consultant will be selected in accordance
with the procedures set out in the World Bank’s Guidelines: Selection and
Employment of Consultants by World Bank Borrowers, January 1997 (revised January
and September 1997, January 1999 and April 2002). Interested consultants may
obtain further information at the address below from 0800 to 1700 hours.
Expressions of interest must be delivered to the address below by the end of the
