Contract specification 6. Contract description: The works are to be carried out
in Ventspils City (Population 44 000), Latvias 6th largest town. Construction of
approximately 18 200 linear metres of drinking water distribution pipelines
(varying in diameter from 63 to 250 mm) together with associated connections to
the existing drinking water distribution network, valves, hydrants, etc.
Construction of approximately 33 300 linear metres of foul and stormwater sewers
(varying in diameter from 160 to 560 mm) together with associated connections to
the existing wastewater collection system, manholes, house connections etc.
Supply of equipment for network maintenance, backhoe loader; mobile workshops
for water supply and wastewater networks; hydrodynamic machine; septic tank
vacuum truck, 4 Ă— 4WD double cab safety equipment. 7. Number and titles of
lots: Single lot. Conditions of participation 8. Eligibility and rule of origin:
Participation is open on equal terms to all natural and legal persons
[participating either individually or in a grouping (consortium) of tenderers]
of the Member States and the countries and territories of the regions covered
and/or authorized by the regulation or other specific instruments applicable to
the programme under which the contract is financed (as in 21). All goods
provided for this contract must originate in these countries. 9. Grounds for
exclusion: Tenderers must provide a declaration that they are not in any of the
situations listed in Section 2.3 of the Manual of Instructions for External
Relations contracts (available from the following Internet address:
http://europa.eu.int/comm/europeaid/home_en.htm). 10. Number of tenders:
Tenderers (including firms within the same legal group, other members of the
same consortium, and subcontractors) may submit only one tender. Tenders for
parts of a lot will not be considered. Tenderers may not provide a tender for a
variant solution in addition to their tender for the works required in the
tender dossier. Only the variant proposal of the lowest evaluated tender,
confirming to the original requirements of the tender documents, shall be
considered by the contracting authority. 11. Tender guarantee: Tenderers must
provide a tender guarantee in the amount of 100 000 EUR when submitting their
tender. This guarantee will be released to unsuccessful tenderers once the
tender procedure has been completed and to the successful tenderer(s) upon
signature of the contract by all parties. 12. Performance guarantee: The
successful tenderer will be requested to provide a performance guarantee of 10%
of the contract value in euro when countersigning the contract. This must be
delivered within 30 days after receipt by the tenderer of the contract signed by
the contracting authority. If the selected tenderer fails to provide such a
guarantee within this period, the contract will be void and a new contract may
be drawn up and sent to the tenderer which has submitted the next most
economically advantageous compliant tender. 13. Information meeting and/or site
visit: A mandatory information meeting and site visit will be held:
clarification meeting - August 26th, 2002, 12.00, site visit - August 26th,
2002, 9.00, or other dates which will be given in the letter of invitation to
tender accompanying the tender dossier. Both events will take place at the
offices of UDEKA - the Municipal Water Enterprise Talsu iela 65, Ventspils,
Latvia. 14. Tender validity: Tenders must remain valid for a period of 90 days
after the deadline for submission of tenders. 15. Maximum delivery period: 30
calendar months. Selection and award criteria 16. Selection criteria: The main
selection criteria that will be evaluated to confirm compliance with the
criteria stated in the tender dossier: - the average annual turnover in the past
3 years shall be at least Nine Million Euro (9 000 000 EUR); - access to credit
facilities: at least one million euro (1 000 000 EUR) and adequate to assure the
required cashflow for the duration of the contract; - ability to carry out the
works by own means: main contractor 70%, partner in a joint venture 50%,
subcontractor 10%; - successful experience as a prime contractor in 2 completed
projects of the same nature/amount/complexity comparable to the tendered works
during the last 5 years; - experience of the key staff: technical director,
project management and main engineer should have suitable education to their
tasks, at least 5 years experience in management of the works of a similar
nature to this project and they should be able to communicate in English. Only
those tenders which comply with the administrative and technical criteria will

All goods provided for this contract must originate in these countries.
