in the amount of US$ 43.53 million from the International Bank for
Reconstruction and Development (IBRD) toward the cost of the Ba’albeck Water and
Wastewater Project, and it intends to apply the loan proceeds to payments for
goods, works, related services and consulting services to be procured under this
project. The total value of the project is US$ 49.2 million, to be implemented
over a period of five years. The development objectives of the project are to:
(i) develop and strengthen the institutional capacity of BHWIA, ZWA and CWA;
(ii) improve the access of customers of BHWIA to satisfactory water supply and
wastewater services; (iii) involve the private sector in the operation and
maintenance of the water and wastewater facilities; and (iv) rationalize the use
of water through the introduction of water meters. This will require the
procurement of the following works and services: Construction of distribution
lines and house connections for Phase II area. Construction of a wastewater
network. Service contract for the already existing water supply and sewerage
network in the project area and the networks that will be constructed under the
project. Service contract for the wastewater treatment plant in the project
area. Preparation of management contracts for the Beka’a region, and possibly
for another regional water authority in the country. Technical assistance for
studies in the wastewater sector that will focus on conducting a master plan for
the wastewater management in the project area. Consulting firms to supervise the
contractors of the water works, wastewater works and other works related to the
treatment plant. Additionally, consulting firms will be recruited to supervise
the service contracts. Technical assistance for the preparation and
implementation of an environmental management plan. Procurement of contracts
financed by the loan will be conducted through the procedures specified in the
World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January
1995 (revised January and August 1996, September 1997 and January 1999), and is
open to all bidders from eligible source countries as defined in the guidelines.
Consulting services will be selected in accordance with the World Bank’s
Guidelines: Selection and Employment of Consultants by World Bank Borrowers,
January 1997 (revised September 1997, January 1999 and May 2002). Specific
procurement notices for pre-qualification for contracts to be bid under the
World Bank’s international competitive bidding (ICB) procedures and for
large-value consultants’ contracts will be announced, as they become available,
in UN Development Business and local newspapers. Prequalification of contractors
will be required for the contracts for construction of distribution lines and
house connections for phase II – area and the construction of a wastewater
