This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business No. 582 of 16 May 2002. The Government of the State of Ceará, through its Secretariat of Water Resources - SRH, has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Ceará Integrated Water Resource Management Project (PROGERIRH), and intends to apply part of the loan proceeds to payments under the contract for the supply and assembly of pumping equipment (pumps, motors and frequency inverters), and supply and assembly of electric wiring in pumping stations and electric substations, required for the implantation of works of section I of the water integration system of Castanhăo-Fortaleza metropolitan region basins. It is understood that the bidding shall meet the following conditions: In bids with incomplete prices and for quantities other than those specified for minor items not quoted by bidders, such items shall be properly covered by the prices of other items in the Schedule of requirements Incomplete bids for relevant quantities shall not be considered Evaluation of bids and award of contracts will be made on a total price basis The Secretariat of Water Resources of the State of Ceará – SRH, now invites sealed bids from eligible bidders for the supply of goods as follows with quantities included. Supply and assembly of electromechanical equipment for the pumping station, according to the technical specifications and schedule of requirements, consisting of: --Four 2,200-kV motor-pump assemblies - Q = 3.15 m3/s --Four 2.5-MVA frequency inverters --Four 2-winding power transformers of 2.5 MVA – 13.8/3.3 kV Supply of electric equipment for pumping station and electric substation should include services of installation, assembly, and test of equipment Maximum delivery time of goods and services above is 360 days. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995, (revised January and August 1996, September 1997 and January 1999) and is open to all bidders from eligible source countries as defined in the guidelines. Interested eligible bidders may obtain further information from and inspect the bidding documents at the Secretariat of Water Resources of Ceará (first address below) from 0800 to 1200 hours and from 1400 to 1800 hours (local time). A complete set of bidding documents in English (a Portuguese version is available) may be purchased by the interested bidders on the submission of a written application to the first address below and upon payment of a non-refundable fee of R$ 300 or its equivalent in a freely convertible currency. Payment should be made by deposit to the account No. 706.198-1, with Banco do Estado do Ceará-BEC (Code 035), branch 0078, as follows: Bidders established in Brazil, using a State Collection Document-DAE obtained from the website www.sefaz.ce.gov.br, and completing the field 01 of said document with the revenue code 7269. Foreign bidders not established in Brazil by a deposit made to the Sole account No. 706.198-1 of the Treasury of the State of Ceará, indicating the Revenue Code 7269. Both the documentary evidence of the payment above and the bidding documents shall be sent by airmail, in the case of overseas delivery, and SEDEX, in the case of local delivery. Bids must be delivered to the second address below by 1600 hours on 30 September 2002. All bids must be accompanied by a bid security of R$ 190,000 or its equivalent in a freely convertible currency. Bids will be opened in the presence of bidders who choose to attend the opening session at the second address below. Late bids will be rejected.
