authority. Contract specification 6. Contract description: The contract
comprises of the following works in accordance with the conditions of contract
for plant and design-build (FIDIC Yellow book, First edition 1999): construction
of a new sanitary landfill (earth works, first landfill cell covering 3,16 ha,
drainage system, leachate collection system, landfill gas collection system,
technical buildings, internal road, power supply, water supply, fence),
temporary storage of hazardous waste at the landfill site, composting area, new
access road and a waste sorting station. The contract includes also closure and
remediation of 12 existing dumpsites (consisting mainly of compacting and
leveling of the surface and fencing of the sites, total area 15 ha). 7.
Indicative number and titles of lots: Single lot. Conditions of participation 8.
Eligibility and rule of origin: Participation is open on equal terms to all
natural and legal persons [participating either individually or in a grouping
(consortium) of tenderers] of the EU Member States and the countries and
territories of the regions covered and/or authorized by the regulation or other
specific instruments applicable to the programme under which the contract is
financed (see 21). All goods provided for this contract must originate in these
countries. 9. Grounds for exclusion: Tenderers must provide a declaration that
they are not in any of the situations listed in Section 2.3 of the Manual of
Instructions for External Relations contracts (available from the following
Internet address:
http://europa.eu.int/comm/europeaid/tender/gestion/index_en.htm). 10. Number of
tenders: Tenderers (including firms within the same legal group, other members
of the same consortium, and subcontractors whose subcontract amount is above 5%
of the tender price) may submit only one tender for one lot. Tenders for parts
of a lot will not be considered. Any tenderer may state in their tender that
they would offer a discount in the event that its tender is accepted for more
than one lot. Tenderers may provide a tender for a variant solution in addition
to their tender for the works required in the tender dossier. 11. Tender
guarantee: Tenderers must provide a tender guarantee of ninety thousand Euro
(EUR 90 000) when submitting their tender. This guarantee will be released to
unsuccessful tenderers once the tender procedure has been completed and to the
successful tenderer(s) upon signature of the contract by all parties. 12.
Performance guarantee: The successful tenderer will be requested to provide a
performance guarantee of 10% of the contract value in euro when countersigning
the contract. This must be delivered within 30 days of receipt by the tenderer
of the contract signed by the contracting authority. If the selected tenderer
fails to provide such a guarantee within this period, the contract will be void
and a new contract may be drawn up and sent to the tenderer which has submitted
the next lowest, compliant tender. 13. Information meeting and site visit: A
mandatory information meeting and site visit will be held on December 2, 2002 at
10.00. The event will take place at the office of the non-profit organization
Ziernelvidzerne Waste Management Organization Ltd, 32 Rigas iela, Valmiera 4201,
Latvia. 14. Tender validity: Tenders must remain valid for a period of 90 days
after the deadline for submission of tenders. 15. Maximum delivery period: 18
calendar months. Selection and award criteria 16. Selection criteria: The main
technical criteria that will be evaluated to confirm compliance with the
criteria stated in the tender dossier: a. annual turnover of the tenderer in the
past 2 years shall be as minimum 10 000 000 EUR (ten million euro) per annum; b.
access to credit facilities: at least one million euro (1 000 000 EUR) and
adequate to assure the required cashflow for the duration of the contract; c.
ability to carry out the works by own means: main contractor 70%, partner in a
joint venture 50%, subcontractor 10%; d. successful experience as a prime
contractor in 2 completed projects of the same nature/amount/complexity
comparable to the tendered works during the last 5 years; e. experience as the
key staff: technical director, project manager and main engineer should have
suitable education to their tasks, at least 5 years experience in management of
the works of a similar nature to this project and they should be able to
communicate in English. Only those tenders, which comply with the administrative
and technical criteria included in tender dossier, will be included in the
