Country Russia Project name Completion of South-West Wastewater Treatment Plant in Saint Petersburg Business sector Municipal and Environmental Infrastructure Type of contract Goods, Works and Services Type of notice General Procurement Notice Issue date 11 November 2002 SWTP Construction Oy intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) for the Completion of the South-West Wastewater Treatment Plant in Saint Petersburg (SWTP). The design capacity of the plant is 330.000 m3/day. The proposed project, which has a total estimated cost of Euro 128 million equivalent, will require the procurement of the following goods, works and services to be funded from the Banks loan at an estimated cost of EUR 42 million. 1. Under Part C2 of the contract: construction works and materials: Supply of 464.000 tons of sand and 68.000 tons of crushed stone aggregate; Supply of about 8.900 tons of asphalting works; Completion of four Equalisation Tanks; Construction of by-pass connection from the pre-treatment to outlet chamber; Construction of two new secondary sedimentation tanks; Construction of four sludge thickener tanks with associated structures; Construction of workshop/social building; Site landscaping including lawn areas, plantation and trees; Completion of existing fence and construction of two gates and gate houses; Gas metering building and internal gas distribution network; 2. Under Part C3 of the contract: equipment and materials: Equipment for wastewater treatment such as: pumps, valves, screens, scrapers, conveyors, mixers, blowers, aeration equipment, penstocks, stainless steel pipes, steel pipes, plastic pipes, containers and cranes; Equipment for sludge dewatering such as: centrifuges, silos, conveyors, chemical dosing equipment, compressors, pipes and valves. Some of these items may be funded at a later stage by other financing agencies participating in the financing of the project. 3. Under Part C5 of the contract: construction works for the completion of effluent pipeline: Completion of on shore section of two parallel gravity pipelines including construction works such as: clearance and rehabilitation of existing pipes and structures as well as the construction of missing chambers and pipes; Completion of off shore section of two parallel gravity pipelines including construction works such as: survey and repair of existing steel pipes, installation of missing pipelines and necessary dredging works. Tendering for the above contracts is expected to begin in the first quarter of 2003. Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Banks Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Banks loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchasers country.
