The project will include the following four components: Habitat and species conservation and management Establishment of Tanesco final water right Updated environmental management plan Institutional strengthening The objective of the project is to support the borrower’s efforts to implement a series of measures for the long-term conservation of the Kihansi Gorge ecosystem and upstream catchment, through the development of a coordinated and consistent legal and institutional framework for environmental and water resources management. The Vice President’s Office expects to retain consultants who will provide technical and scientific services in undertaking research and monitoring activities in the Kihansi Gorge ecosystem. Detailed ecological studies of the Kihansi Spray Toad (Nectophrynoides asperginis) and its habitat requirements, the distribution, abundance and ecology of the newly discovered plant species, effects of intermittent bypass flows on the Kihansi spray Toad and the Wetland Meadows and montane forest are especially important. Priority is also placed on the need to ensure that local forest fragments in the wider landscape and upstream catchment areas in the Udzungwa mountains remain connected by corridors to reduce the threat of local extinction of species. Procurement of contracts financed by the credit will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997, and January 1999), and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997 and January 1999). Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in UN Development Business and in local or regional English newspapers.
