Contract description: The project includes the construction of sewer - pipeline for Gora area, Municipality of
Ajdovscina and involves the construction of the primary water supply conduit from Gozd to Col with the
supply ducts at sections Predmeja, Otlica - Kovk and Gozd. The project also includes the construction of
hydrophor plants and water catchments - reservoir Predmeja.
Number and titles of lots: Single lot: sustainable water supply of Trnovsko-Banjski Plateau: water supply of
the Gora area.
Conditions of participation
Eligibility and rule of origin: Participation is open on equal terms to all natural and legal persons
[participating either individually or in a grouping - joint venture/consortium of tenderers] of the Member
States and the countries and territories of the regions covered and/or authorized by the regulation or the
specific instruments applicable to the ISPA programme under which the contract is financed and Turkey,
Malta and Cyprus. All goods provided for in the contract must originate in these countries.
Grounds for exclusion: Tenderers must provide a declaration that they are not in any of the situations
listed in Section 2.3 of the Manual of Instructions for External Relations contracts (available from the
following Internet address: http://europa.eu.int/comm/europeaid/tender/gestion/pg/index_en.htm).
Number of tenders: Tenderers (including firms within the same legal group, other members of the same
joint venture/consortium, and subcontractors) may submit only offers for the whole of the works. Partial
tenders for the works will not be considered. Tenders for a variant solution are not acceptable.
Tender guarantee: Tenderers must provide a tender guarantee in an amount of not less than 3% of
tender price, including taxes in euro when submitting their tender which will remain in force 120 days after
the deadline for submission of tenders. This guarantee will be released to unsuccessful tenderers once
the tender procedure has been completed and to the successful tenderer(s) upon signature of the
contract by all parties.
Performance guarantee: The successful tenderer will be requested to provide a performance guarantee
of 10% of the contract value in euro when countersigning the contract. This must be delivered within 28
days after receipt by the tenderer of the contract signed by the contracting authority. If the selected
tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract
may be drawn up and sent to the tenderer which has submitted the next lowest, compliant tender.
Information meeting and/or site visit: An information meeting and site visit for prospective tenderers will
be organized at the date defined in the tender documents at the premises of the Municipality of
Ajdovscina, Cesta 5.maja 6a, 5270 Ajdovscina, Slovenia. Participation to the information meeting and site
visit is recommended, but not compulsory.
Tender validity: Tenders must remain valid for a period of 90 days after the deadline for submission of

Selection criteria: Tenders should be submitted only by companies and natural persons meeting the
minimum qualifying criteria, including, but not limited to:
- tenderer shall have the ability to carry out at least 70% of the contract works by his own means; in case
of a joint venture/consortium the leading partner shall have the ability to carry out at least 50% of the
- each individual annual turnover in construction works for the years 1999, 2000 and 2001 should exceed
5 400 000 EUR;
- successful experience as a prime contractor in construction of at least 4 projects of a similar nature and
complexity comparable to the tendered works during last 3 years;
- access to credit line which should exceed 675 000 EUR.
Award criteria: The Evaluation Committee shall select the tenderer whose tender has been determined to
meet the administrative and technical criteria, and has the lowest price.

of 450 EUR, which excludes courier delivery, has been credited to the Banka VIPA d.d., Nova Gorica, Bank

Gorica, Bank Account No 14000-0507574213 (for local tenderers), with the notice For tender dossier
WATER SUPPLY OF THE GORA AREA. For the payments the selling exchange rate issued by the Bank of
Slovenia on the day of the announcement in the Official Gazette of the Republic of Slovenia is relevant.
The tender dossier is also available for inspection at the premises of the Consulting Engineer Projekt
d.d., Nova Gorica, Kidriceva 9a, 5000 Nova Gorica, Slovenia. Tenders must be submitted using the
standard tender form included in the tender dossier, whose format and instructions must be strictly

given in item 19. The contracting authority will reply to all tenderers questions at least 11 days before the
