description: The project wastewater treatment and upgrading of sustainable water
supply system of Paka River Basin, main water supply network system Velenje -
Sostanj consist of construction of the water main Velenje - Sostanj, section
Pesje - Sostanj, which will upgrade the potable water network and will provide
potable water to Velenje and its extensive surroundings. It will provide a new
capacity of 225 litres/s from additional water sources (Ljubija, Strmina, Hudi
Potok) into existing reservoirs. 7. Number and titles of lots: Single lot:
wastewater treatment and upgrading of sustainable water supply system of Paka
River Basin. Main water supply network system Velenje - Sostanj No
2000/SI/16/P/PE/003/2. Conditions of participation 8. Eligibility and rule of
origin: Participation is open on equal terms to all natural and legal persons
[participating either individually or in a grouping joint venture/consortium of
tenderers] of the Member States and the countries and territories of the regions
covered by ISPA Programme under which the contract is financed, as well as
Cyprus, Malta and Turkey. All goods provided for this contract must originate in
these countries. 9. Grounds for exclusion: Tenderers must provide a declaration
that they are not in any of the situations listed in Section 2.3 of the Manual
of Instructions for External Relations contracts (available from the following
Internet address: http://europa.eu.int/comm/europeaid/index_en.htm). 10. Number
of tenders: Tenderers (including firms within the same legal group, other
members of the same consortium and subcontractors) may submit only offers for
the whole of the works. No partial tenders or variant solutions will be
considered. 11. Tender guarantee: Tenderers must provide a tender guarantee in
an amount of not less than 2% of tender price excluding taxes in euro when
submitting their tender. The tender bond shall have validity of not less than
120 days from the date of opening the tenders. This guarantee will be released
to unsuccessful tenderers once the tender procedure has been completed and to
the successful tenderer(s) upon signature of the contract by all parties. 12.
Performance guarantee: The successful tenderer will be requested to provide a
performance guarantee of 10% of the contract value in euro when countersigning
the contract. This must be delivered within 28 days after signing the contract.
If the selected tenderer fails to provide such a guarantee within this period,
the contract will be void and a new contract may be drawn up and sent to the
tenderer which has submitted the next lowest, compliant tender. 13. Information
meeting and/or site visit: An information meeting and site visit for prospective
tenderers having obtained the tender dossier, will be held by the contracting
authority and the consulting engineer, on 13 February 2003, at 11.00 local time,
at the premises of Komunalno Podjetje Velenje d.o.o., Koroska cesta 37b, 3320
Velenje, Slovenia. Participation in the information meeting and site visit is
recommended, but not compulsory. 14. Tender validity: Tenders must remain valid
for a period of 90 days after the deadline for submission of tenders. 15.
Maximum delivery period: The works must be completed within 180 days after the
commencement date. Selection and award criteria 16. Selection criteria: Tenders
should be submitted only by companies and natural persons meeting the minimum
qualifying criteria including, but not limited to: - a sole tenderer shall have
the ability to carry out at least 70% of the contract works by his own means; in
case of a joint venture/consortium the leading partner shall have the ability to
carry out at least 50% of the contract works; - average annual turnovers in
construction works for the years 2000, 2001 and 2002 should exceed 1 800 000,00
EUR; - successful experience as a prime contractor in construction of at least 4
projects of the same nature and complexity comparable to the tendered works
during last 3 years; construction project of similar nature and complexity means
construction of ductile water pipelines of diameter more than 400 mm and of
length more than 2 km; - access to credit line which should exceed 225 000,00
EUR. 17. Award criteria: The evaluation committee shall select the tenderer
whose tender has been determined to meet the administrative and technical

Contract description: The project wastewater treatment and upgrading of sustainable water supply system
of Paka River Basin, main water supply network system Velenje - Sostanj consist of construction of the

provide potable water to Velenje and its extensive surroundings. It will provide a new capacity of 225
