General Procurement Notice Issue date 17 March 2003 This notice is an update of
the General Procurement Notice for this project, which was published on the
EBRDs Web site on 25 February 2002. FYR Macedonia intends to use the proceeds of
a loan from the European Bank for Reconstruction and Development (\"the Bank\")
for a project to construct, rehabilitate and extend water and wastewater
infrastructure operated by five Macedonian water utilities. The loan proceeds
are on-lent to these five utilities which will implement the project with the
assistance of international implementation consultants. The project has the
following objectives: (i) to improve the quality and reliability of water
supply; (ii) to reduce public health hazards and pollution of surface water from
discharging untreated wastewater; (iii) to introduce cost recovery in the
provision of municipal services; (iv) to strengthen the financial and
operational performance of the water utilities involved; and (v) to foster
private sector involvement in contracting and construction management. The
Project has a total estimated cost of EUR 57.7 million equivalent (excluding
taxes and duties). A number of contracts have been awarded already under the
project. Tendering for the remaining components is expected to be as follows:
Supply and Installation of bulk and flow meters - 2nd quarter of 2003 Upgrading
of water sources, treatment plants and reservoirs - 2nd quarter of 2003
Rehabilitation of sewerage networks and water distribution networks - 2nd
quarter of 2003 In addition to the above loan-financed components, the project
comprises the upgrading of related buildings (to be financed by a grant from FYR
Macedonia), as well as a spring rehabilitation contract and the construction of
four wastewater treatment plants (to be financed by grants from bilateral
donors). Contracts to be financed with the proceeds of a loan from the Bank will
be subject to the Banks Procurement Policies and Rules and will be open to firms
from any country. The proceeds of the Banks loan will not be used for the
purpose of any payment to persons or entities, or for any import of goods, if
such payment or import is prohibited by a decision of the United Nations
Security Council taken under Chapter VII of the Charter of the United Nations or
under a law of official regulation of the Purchasers country. Interested
