The People’s Republic of China has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Second Beijing Environment Project, and it intends to apply part of the loan proceeds to payments under the contract for the procurement of equipment for the Xiaohongmen Wastewater Treatment Plant (WwTP). China International Tendering Company, the Procurement Agent, on behalf of Beijing Drainage Group Co. Ltd., now invites sealed bids from eligible bidders for the procurement of equipment for the Xiaohongmen WwTP. The treatment capacity of the Xiaohongmen WwTP is 600,000 mł/d. AAO treatment process is adopted. This procurement will cover all equipment required for this WwTP excluding equipment for the pre-treatment portion that has been procured under another separate contract. Associated equipment transportation, installation, precommissioning, and commissioning etc., are included in this contract as incidental services. Package No. 1: Procurement of Equipment for Wastewater Treatment. This package includes equipment for: wastewater treatment (scraper bridge, sludge suction bridge, mixer, penstock, pump, blower, aeration system, air filter, etc.); electrical, instrument and automatic control system (excluding biogas engine driven blower system); water reclamation; central control room; office area automatic control system; and the plant monitoring system. Package No. 2: Procurement of Equipment for Sludge Treatment. The sludge treatment process includes sludge thickening, dewatering and digesting. This package includes equipment for: sludge treatment (penstock, pump, biogas compressor, biogas boiler, mixer, biogas engine drive blower, rotary drum thickener, belt filter press, shaftless screw conveyor, gas storage, sulfide removing system, gas burner, etc.); electrical, instrument and automatic control system (including biogas engine drive blower system); phosphorus removal system; and plant heating system. Package No. 3: Procurement of Accessory Equipment. This includes accessory equipment for the WWTP, such as lifting facility, maintenance equipment, laboratory equipment, vehicles and elevator. Bidders can bid for any one or any combination of the above packages. Bids will be evaluated based on each package. Discount will be accepted and considered during the bid evaluation. The contracts will be awarded to one bidder or bidders with the combination of packages achieving the lowest evaluated price to the purchaser. Bidding will be conducted through the international competitive bidding (ICB) procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 5,1995 (revised January and August, September 1997 and January 1999) and is open to all bidders from eligible source countries as defined in the guidelines. Interested eligible bidders may obtain further information from the China International Tendering Company and inspect the bidding documents at the address given below from 0900 to 1100 hours and 1400 to 1600 hours (Beijing time) beginning 25 March 2003 (excluding Saturdays, Sundays and official holidays in China). A complete set of bidding documents in English may be purchased by interested bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of RMB 2,000 or US$ 220 for any one of the three packages. The acceptable method of payment is cash or certified check. Prospective bidders are invited to attend a prebid meeting which will take place on 25 April 2003 at 1000 hours (Beijing time) at the address below. The purpose of the meeting will be to clarify issues and to answer questions on any matter that may be raised at the stage. The bidder is requested, as far as possible, to submit any question in writing to reach the purchaser and the procurement agent not later than one week before the meeting. All bids must be accompanied by a security amount of not less than 2 per cent of the total bid price or an equivalent amount in a freely convertible currency, and be delivered to the address below at or before 1000 hours (Beijing time) on 26 May 2003. Bids will be opened immediately thereafter, in the presence of the bidders who choose to attend, at the same address. Late bids will be rejected. Contact: China International Tendering Company.
