This invitation for bids follows the general procurement notice that appeared in UN Development Business No. 565 of 31 August 2001. The Federal Republic of Yugoslavia whose successor is Serbia and Montenegro, has received a grant from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Montenegro Environmental Infrastructure Project, and it intends to apply part of the grant proceeds to payments under the contract for the construction and operational of the sanitary landfill Lovanja - design, manufacture, supply, construction, installation, testing, commissioning and operational of the landfill (contract No. ME1SW001). The “Public Enterprise for Water Supply, Wastewater Treatment and Solid Waste Disposal, Crnogorsko Primorje” (PEW) now invites sealed bids from eligible bidders for performing all the activities for setting up and operation of the sanitary landfill Lovanja to be located in the coastal area of the republic of Montenegro (area of the Municipality of Kotor). The activities include preparation of the final design, construction of sanitary landfill’s structures, supply and installation of the goods, with tests and taking over of the works. Time for execution of all works upon the contract is four months. Expected date of all works completion is 1 November 2003 and for the operational activities is 1 November 2006. Bidders will submit their offers for the procurement of the consultant services, civil works and supply and installation of goods as complete (i.e., as turn key offer) and only one contract will be signed. This contract includes operation of the landfill for a minimum period of three years. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997, and January 1999) and is open to all bidders from eligible source countries as defined in the guidelines.
