The Ministry of Finance has applied for a loan from the International Bank for Reconstruction and Development (IBRD) in the amount of US$ 2.4 million equivalent toward the cost of the Liepaja Region Solid Waste Management Project, and it applies the proceeds of this loan to payments for goods and works procured under this project. The project is co-financed with a loan from the Nordic Investment Bank, grants from EU and SIDA, and a financial contribution from the Prototype Carbon Fund (PCF) based on purchase of Carbon Reduction Units. The project includes the following components:
Establishment of a new regional landfill including gas collection and electricity generation
Remediation of all the existing sites
Development of waste collection and transportation system
Institutional development and training
Procurement of contracts financed by the loan is conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997 and January 1999), and is open to all bidders from eligible source countries as defined in the guidelines. Special procurement rules are used for contracts financed by EU and SIDA.
