This request for expressions of interest follows the general procurement notice for this project that appeared in UN Development Business No. 631 on 31 May 2004.

The Council of Ministers of the Union of Serbia and Montenegro, Government of the Republic of Montenegro has received a credit from the International Development Association (IDA) toward the cost of Montenegro Environmentally Sensitive Tourist Areas Project, and intends to apply part of the proceeds of this credit to payments under the contract for Preparation of feasibility study for selection of the long-term solid waste sanitary landfill location for the Municipalities of Kotor, Budva and Tivat.

The services include the following activities:

(1) To define possible locations for the long-term solid waste sanitary landfill on the entire study area;

(2) To make the technical assessment of locations defined in item 1. and to select, for further analysis, only the locations satisfying the technical criteria defined by the Terms of Reference;

(3) To make a financial analysis of selected locations satisfying the above-mentioned technical criteria, and to make their comparative assessment;

(4) Based on results of financial analysis to select one location as the long-term sanitary landfill for the municipalities of Kotor, Budva and Tivat.

The total implementation period is 60 days.

The PE “Crnogorsko Primorje” – Budva now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999, and May 2002).
