This invitation for prequalification follows the general procurement notice that appeared in UN Development Business No.587 of 31 July 2002.

The Government of the People’s Republic of China has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Second Tianjin Urban Development and Environment Project, and it intends to apply part of the loan proceeds to payments under the contract for Contract No. EPGI04-D01.

The China International Tendering Company as the procurement agent, for and on behalf of Tianjin Municipal Hangu District Sewage Disposal Project Office, intends to prequalify contractors and/or firms for design, build and operation for Hangu Yingcheng Wastewater Treatment Plant. The contractor shall be responsible for operation of WWTP for an initial period of up to five years.

Prequalification will be conducted through prequalification procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997 and January 1999), and is open to all bidders from eligible source countries, as defined in the guidelines.

Interested eligible bidders may obtain further information from and inspect the prequalification documents at the China International Tendering Company at the address below, from 0900 to 1600 hours (Beijing time) from 8 June to 22 July 2005. A complete set of prequalification documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of RMB?400 or US$ 50. The method of payment will be cashier’s check, direct deposit to specified account number below. The document will be sent by Express Mail Service.

Applications for prequalification should be submitted in sealed envelopes, delivered to the address below by 22 July 2005, and be clearly marked “Application to Prequalify for Second Tianjin Urban Development and Environment Project--Design, Build and Operation For Hangu Yingcheng Wastewater Treatment Plant (Loan No. 4695-CHA).”
