Invitation for prequalification
Bucharest Wastewater Treatment Plant Rehabilitation: Stage I
This notice cancels and replaces the invitation for prequalification published on the EBRD website dated 16.3.2005, under reference 5040-PRE-34842.
The Municipality of Bucharest (the Employer) intends applying the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank or EBRD) towards the cost of the rehabilitation and completion of a WWTP for Bucharest.
The Employer intends pre-qualifying firms and joint ventures to tender for the following contract to be funded from the proceeds of EU ISPA development funds and loans from the European Investment Bank and EBRD. The contract to be financed will be subject to the EU`s Practical Guide to ISPA Contract Procedures and the Bank`s Procurement Policies and Rules:
Stage 1 of the project comprises the rehabilitation and completion of the partially constructed Line 1 at the existing but non-operational WWTP and associated sludge treatment facilities under a single contract awarded under FIDIC Conditions of Contract for Plant and Design Build First Edition 1999 (Yellow book) conditions of contract. The initial operation of line 1 under phase 1 equates to approximately 55 % of the 2010 flow at a fixed flow of 10 m³/sec.
Following the pre-qualification of contractors, tendering for stage 1 is anticipated to commence in September 2005 with contract award by the end of 2005. Mobilisation on site is anticipated latest Q1 2006.
Pre-qualification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country. The proceeds of the Bank`s loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser`s/Employer`s country.
Pre-qualification documents may be obtained from the address below (Implementing Agency) upon payment of a non-refundable fee of EUR 500, (five hundred euro) in the bank account specified below:

If requested, the documents will be promptly despatched by courier, but no liability can be accepted for loss or late delivery.
The pre-qualification documents must be duly completed and delivered to the Implementing Agency at the address below, on or before 22.8.2005, (16.00) local time. Documents which are received after this deadline will not be considered.
