The World Bank intends to finance the assignment/services described below under a budget allocation from trust funds.

The assignment is for preparation of a Country Environmental Analysis of Viet Nam’s environmental management framework, capacity, and performance that will be used to guide environmental policy dialogue and enhance integration of environmental issues into Country Assistance Strategies, Poverty Reduction Strategy Papers, Development Policy Lending operations, and other development programs.

The international and local team of consultants would develop the CEA in a collaborative manner with the Viet Nam Ministry of Environment and Natural Resources, the Ministry of Industry, and other development partners. The CEA will (i) analyze trends in urbanization, industrialization, provide medium term projections in manufacturing sector development, uses of natural resources, and highlight key challenges of these, in light of, inter alia, trade liberalization and state owned enterprise reform; (ii) analyze environmental policy and regulatory frameworks and the effectiveness of their implementation in addressing these challenges; and (iii) propose specific improvements to the policy frameworks and measures for their implementation.

The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

Consultants will be selected in accordance with the procedures set out in the World Bank`s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
