Anotace tendru:

Projekt podpoří program na výstavbu státního zařízení na likvidaci nízko a středně radioaktivního odpadu. To zahrnuje:
— Určení projektové základny pro zařízení, bezpečnostních kritérií pro výběr bariér a metodologie pro výběr místa. Rozvoj vhodné metodologie na zhodnocení možností, na která místa umístit státní zařízení na likvidaci odpadu.
— Zhodnocení z inženýrského hlediska 5 kandidátských míst.
— Aktualizace radionuklidového inventáře LILW.
— Potvrzení místa v souladu s požadavky vnitrostátních právních předpisů a doporučení z mezinárodní praxe, včetně hodnocení bezpečnosti navrhovaného zařízení.
— Rozvoj technických požadavků na zadávací dokumentaci.

6.Nature of contract:
Fee based.
7.Contract description:
The project will support the program for construction of the National Disposal Facility for Low and Intermediate Level Radioactive Waste. It includes:
— Definition of the design basis for the facility, safety criteria for selection of the barriers and methodology for site selection. Development of suitable methodology to assess the opportunities of some potential sites to accommodate the national disposal facility.
— Assessment from the engineering point of view of the 5 candidate sites.
— Updating the LILW radionuclide inventory.
— Site confirmation, in compliance with the requirements of the national legislation and the recommendations resulting from international practice, including safety assessment of the proposed facility design.
— Development of technical requirements to the tender documentation.

Conditions of participation

11.Eligibility:
Participation is open on equal terms to all natural and legal persons of the EU Member States, Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Former Yugoslav Republic of Macedonia, Romania, Serbia and Montenegro and Turkey (see also point 30 below).
12.Candidature:
All eligible natural and legal persons (as per point 11 above) or groupings of such persons (consortia) may apply.
A consortium may be a permanent, legally established grouping or a grouping which has been constituted informally for a specific tender procedure. All members of a consortium (i.e. the leader and all other members) are jointly and severally liable to the contracting authority.
The participation of an ineligible natural or legal person (as per point 11) will result in the automatic exclusion of that person. In particular, if that ineligible person belongs to a consortium, the whole consortium will be excluded.
13.Number of applications:
No more than 1 application can be submitted by a natural or legal person whatever the form of participation (as an individual legal entity or as leader or member of a consortium submitting an application). In the event that a natural or legal person submits more than 1 application, all applications in which that person (and legal persons within the same legal group) has participated will be excluded.
14.Shortlist alliances prohibited:
Any tenders received from tenderers comprising firms other than those mentioned in the shortlisted application forms will be excluded from this restricted tender procedure. Shortlisted candidates may not form alliances or subcontract to each other for the contract in question.
15.Grounds for exclusion:
As part of the application form, candidates must submit a signed declaration, included in the standard application form, to the effect that they are not in any of the exclusion situations listed in Section 2.3.3 of the Practical Guide to contract procedures for EC external actions.
16.Subcontracting:
Subcontracting will be allowed up to 30 % of the contract value.
17.Number of candidates to be shortlisted:
On the basis of the applications received, at least 4 and at most 8 candidates will be invited to submit detailed tenders for this contract.

Selection and award criteria

21.Selection criteria:
The following selection criteria will be applied to candidates. In the case of applications submitted by a consortium, these selection criteria will be applied to the consortium as a whole, unless specified otherwise:
1) Economic and financial capacity of candidate (based on item 3 of the application form):
— The annual turnover of the candidate for each of the last 2 years for which accounts have been closed shall amount at least to EUR 1 500 000.
In addition to the standard application form, the profit and loss accounts (income statements), for each of the last 2 years for which accounts have been closed, in accordance with the company law of the country in which the company(ies) is(are) established, must be attached to the application with the translation into English language and conversion of amounts into euro, if necessary.
2) Professional capacity of the candidate (based on item 4 and 5 of the application form):
(a) The candidate has a total of at least 15 persons permanent staff currently and on average during the 3-year period as per application form working in the fields related to this contract and meeting the requirements specified below (these persons shall cover all these fields as a team): design, site selection, development of safety assessment and analysis for radioactive waste repository facilities.
3) Technical capacity of candidate (based on items 5 and 6 of the application form):
(a) The candidate shall have experience in the following fields of specialisation:
— site selection of radioactive waste repository facilities or other nuclear installations,
— development of safety assessment and analyses of radioactive waste repository facilities, and corresponding usage of software products,
— design of disposal facilities in the field of radioactive waste management and special storage and repository facilities.
(b) The candidate shall have successfully completed at least 2 projects in the fields specified under point 21.3) (a) with a value of at least EUR 500 000 each during the last 5 years (3.4.2001–2.4.2006). For the purposes of this shortlisting procedure, all the fields described under point 21. 3) (a) must be covered by such projects, however they can be covered by more than 2 projects. For the purposes of this shortlisting procedure, a project is considered compliant with this requirement if at least 50 % of such project was carried out by the candidate.
An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. It must in that case prove to the contracting authority that it will have at its disposal the resources necessary for performance of the contract, for example by producing an undertaking on the part of those entities to place those resources at its disposal. Under the same conditions, a consortium of economic operators may rely on the capacities of members of the consortium or of other entities.
If more than 8 eligible candidates meet the above selection criteria, the relative strengths and weaknesses of the applications of these candidates must be re-examined to identify the 8 best applications for the tender procedure. The only factors which will be taken into consideration during this re-examination are:
Comparative criterion 1):
The highest number of projects compliant with the requirements of point 21.3) (b);
Comparative criterion 2):
The highest cumulative value of services carried out by the candidate under projects compliant with the requirements of point 21.3) (b).
The 2 above comparative criteria will be applied in order of precedence, i.e. all the candidates meeting the selection criteria as per 21. 1), 21. 2) and 21. 3) will first be assessed against the comparative criterion 1) and ranked accordingly. The comparative criterion 2) will only be applied if some candidates at the bottom edge of the shortlist will score equally against comparative criterion 1) and will only concern such applicants.
22.Award criteria:
As specified in the tender dossier annexed to the letter of invitation to tender which will be sent to shortlisted candidates.

23.Deadline for receipt of applications:
3.4.2006 (16:00), local time.
Any application received after this deadline will not be considered.
24.Application format and details to be provided:
Applications must be submitted using the standard application form (available from the following Internet address: http://europa.eu.int/comm/europeaid/index_en.htm), whose format and instructions must be strictly observed.
Apart from the profit and loss accounts required under point 21, any additional documentation (brochure, letter, etc) sent with an application will not be taken into consideration.

The contract title and the publication reference (see point 1 above) must be clearly marked on the envelope containing the application and must always be mentioned in all subsequent correspondence with the contracting authority.
Applications submitted by any other means will not be considered.
26.Alteration or withdrawal of tenders:
Candidates may alter or withdraw their applications by written notification prior to the deadline for submission of tenders. No application may be altered after this deadline.
Any such notification of alteration or withdrawal shall be prepared and submitted in accordance with Clause 25. The outer envelope (and the relevant inner envelope) must be marked `Alteration` or `Withdrawal` as appropriate.
27.Operational language:
All written communications for this tender procedure and contract must be in English.
28.Additional information:
The contracting authority reserves the right to request reference(s) from the beneficiary(ries) and/or candidates of the completed projects listed by the candidate in the application form. The candidate should be ready to present such reference(s) and/or further information related to the projects listed by the candidate upon request from the contracting authority.
