Anotace tendru:

Projekt rozvoje venkova jižního Sinaje (SSRDP) se zaměřuje na rozvoj místní ekonomiky a činnosti a ochranu a podporu sociálních oblastí, kulturních dědictví a přírodních zdrojů jižního Sinaje. Specifickými cíli tohoto projektu jsou:
1) ověření a ohodnocení stávajících a dostupných dat a informací o kapacitě zpracování odpadu v místních správách guvernorátu (tuhý odpad, stavební/demoliční a zdravotnický odpad),
2) návrh účinného a nákladově efektivní systém sběru odpadu, přepravy, recyklování a konečné likvidace je vyvíjen a realizován podle potřeb místního společenství stejně jako regulačních požadavků Egypta,
3) navržení optimálního institucionálního uspořádání a podpora procesů/aktivit pro řízení a průběžné zlepšování rozvinutého systému,
4) dozor nad stavebními pracemi a předáním k uvedení do provozu, stejně jako dodání vybavení a materiálu,
5) zajištění toho, že práce jsou dokončené v rámci stanovené lhůty, rozpočtu smlouvy a v souladu se specifikacemi a
6) a zajištění úspěšného testování a provozu staveb a dodávek v době dokončení a během doby údržby.

7.Contract description:
The South Sinai Regional Development Programme (SSRDP) aims at the development of local economy and activities and the preservation and support of the social, cultural and natural resources of South Sinai. The specific objectives of this assignment are:
1) to verify and validate the existing and available data and information on waste generation volumes in Governorate`s cities (solid, construction/demolition, and healthcare waste),
2) to design an efficient and cost effective wastes collection, transfer, recovery, and final disposal system is developed and implemented meeting the local community`s needs as well as the Egyptian regulatory requirements,
3) to propose an optimal institutional set-up and supporting processes/activities for management and continual improvement of the developed system,
4) to ensure the proper construction and commissioning of the works, as well as procurement of equipment and supplies,
5) to ensure that the works are completed within the specified time-frame, within the contracted budget and in accordance with the specifications and
6) to ensure the successful testing and functioning of the works and supplies on completion and during the maintenance period.

Conditions of participation

11.Eligibility:
Participation is open on equal terms to all natural and legal persons participating either individually or in a grouping (consortium) of tenderers of the Member States and the countries and territories of the regions covered and/or authorised by the Regulation to the programme under which the contract is financed (Council Regulation (EC) No 1488/96 of 23.7.1996 on financial and technical measures to accompany (MEDA) the reform of economic and social structures in the framework of the Euro-Mediterranean partnership) and the Regulation on access to Community external assistance (Council Regulation (EC) No 2112/2005 of 21.11.2005 on access to Community external assistance). All works, supplies and services supplied under this contract must originate in 1 or more of these countries; the experts engaged by eligible tenderers may be of any nationality:

Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestinian Territories, Syria, Tunisia, Turkey;
Member States of The European Union:

12.Candidature:
All eligible natural and legal persons (as per point 11 above) or groupings of such persons (consortia) may apply.
A consortium may be a permanent, legally established grouping or a grouping which has been constituted informally for a specific tender procedure. All members of a consortium (i.e. the leader and all other partners) are jointly and severally liable to the contracting authority.
The participation of an ineligible natural or legal person (as per point 11) will result in the automatic exclusion of that person. In particular, if that ineligible person belongs to a consortium, the whole consortium will be excluded.
13.Number of applications:
No more than 1 application can be submitted by a natural or legal person whatever the form of participation (as an individual legal entity or as leader or member of a consortium submitting an application). In the event that a natural or legal person submits more than 1 application, all applications in which that person has participated will be excluded.
14.Shortlist alliances prohibited:
Any tenders received from tenderers comprising firms other than those mentioned in the shortlisted application forms will be excluded from this restricted tender procedure. Shortlisted candidates may not form alliances or subcontract to each other for the contract in question.
15.Grounds for exclusion:
As part of the application form, candidates must submit a signed declaration, included in the standard application form, to the effect that they are not in any of the exclusion situations listed in Section 2.3.3 of the Practical Guide to contract procedures for EC external actions.
16.Subcontracting:
Subcontracting is not allowed.
17.Number of candidates to be shortlisted:
On the basis of the applications received, at least 4 and at most 8 candidates will be invited to submit detailed tenders for this contract.

19.Provisional commencement date of the contract:

20.Initial period of execution and possible extension of the contract:
The expected duration of the contract will be 38 months.

Selection and award criteria

21.Selection criteria:
The following selection criteria will be applied to candidates. In the case of applications submitted by a consortium, these selection criteria will be applied to the consortium as a whole:
1) Economic and financial standing of candidate (based on item 3 of the application form):
i. the average annual turnover of the candidate must exceed 5 times the annualised maximum budget of the contract (i.e. the maximum budget stated in this procurement notice divided by the contract duration of 3 years).
2) Professional capacity of candidate (based on items 4 and 5 of the application form):
i. has expertise in design and supervision of solid waste management projects, as evidenced by recent advisory/consultancy/operational contracts;
ii. has expertise in procurement and contract monitoring for civil works as evidenced by recent advisory/consultancy/operational contracts;
iii. at least 10 % of all staff working for the candidate this year in fields related to this contract are permanent.
3) Technical capacity of candidate (based on items 4 and 5 of the application form):
i. the contracting company/consortium has successfully worked on at least 2 similar projects with a budget of at least EUR 500 000 (or equivalent) each, over the past 3 years.
An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. It must in that case prove to the contracting authority that it will have at its disposal the resources necessary for performance of the contract, for example by producing an undertaking on the part of those entities to place those resources at its disposal. Under the same conditions, a consortium of economic operators may rely on the capacities of members of the consortium or of other entities.
If more than 8 eligible candidates meet the above selection criteria, the relative strengths and weaknesses of the applications of these candidates must be re-examined to identify the 8 best applications for the tender procedure. The only factor which will be taken into consideration during this re-examination is:
i. recent project experience of directly working with regional authorities (e.g. Governorate level for Egypt) in Arabic-speaking countries.
22.Award criteria:
As specified in the tender dossier annexed to the letter of invitation to tender which will be sent to shortlisted candidates.

23.Deadline for receipt of applications:
11.4.2006 (12:00), Cairo local time.
Any application received after this deadline will not be considered.
24.Application format and details to be provided:
Applications must be submitted using the standard application form (available from the following Internet address: http://europa.eu.int/comm/europeaid/index_en.htm), whose format and instructions must be strictly observed.
Any additional documentation (brochure, letter, etc) sent with an application will not be taken into consideration.
25.How applications may be submitted:
Applications must be submitted in English exclusively to the contracting authority:
— either by recorded delivery (official postal service) to:

Applications submitted by any other means will not be considered.
26.Alteration or withdrawal of applications:
Candidates may alter or withdraw their applications by written notification prior to the deadline for submission of tenders. No application may be altered after this deadline.
Any such notification of alteration or withdrawal shall be prepared and submitted in accordance with clause 25. The outer envelope (and the relevant inner envelope) must be marked `Alteration` or `Withdrawal` as appropriate.

All written communications for this tender procedure and contract must be in English.
