ILLER BANK (the borrower) has received financing from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Municipal Services Project, and has allocated part of the loan to the General Directorate of Antalya Water and Wastewater Administration (ASAT) toward the cost of construction and rehabilitation of wastewater and water supply systems. ASAT intends to apply part of the proceeds of the Sub-Loan for the consultant services including review of existing designs and construction supervision of wastewater treatment plants and sewerage network pumping stations as outlined below:

(i) Rehabilitation of West Antalya Wastewater Treatment plant including the review of existing design and construction supervision of pre-treatment plant, digester units, sludge discharge pumping station, primary and secondary sedimentation tanks, and rehabilitation of electro-mechanical works at the existing pre-treatment plant.

(ii) Review of existing design and construction supervision of four sewerage pumping stations.

(iii) Review of existing design and construction supervision of second stage of east Antalya wastewater biological treatment plant.

The estimated duration of services is 24 calendar months including the supervision of construction works.

ASAT now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments with references from the clients, experience in similar conditions, availability of appropriate skills among staff, etc.).

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 edition.

Consultants may associate to enhance their qualifications. The “association” may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants’ should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing.

Expressions of interest must be delivered to the address below by 1630 hours (local time) on 4 July 2006. Expressions of interest can be delivered by hand, by surface mail, or by courier within due time for application. Applications sent by e-mail shall not be considered for short listing.
