The People’s Republic of China has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the wastewater component of the Ningbo Water and Environment Project, and intends to apply a portion of the proceeds to eligible payments under the following contract: technical Assistance to the Cixi Municipal Sewerage Company (CMSC).
Objectives of this assignment include: operational and management level improvement of CMSC through the services of institutional, financial, management and operational experts. The assignment includes four major tasks:
1. Institutional strengthening for company organization, human resource management and planning, company business plan and capacity improvement of company for regulatory purpose
2. Establishment of the company’s financial management system including: accounts and records, tariff collection system, financial plan, pricing and develop a modern financial information system
3. Improvement for operational issues (including treatment for wastewater and sludge), safety issues and integrated management of WWTP
4. Industrial pollutants discharge control, including planning and procedures for discharging permit, industrial wastewater discharge monitoring, documentation and regulatory process
Consulting firms which are interested in this consulting service are hereby invited by Ningbo Water and Environment Project Management Office to submit expressions of interest. Interested consultants shall provide documents with detailed information showing their qualification and capability of completing these assignments. Emphasis shall be put on the experience on commercial operation and management of wastewater companies, and institutional strengthening and successful similar assignments in the past. Methodologies used in these successful references and related benefits brought in by the consulting service shall be provided (provided information shall include: detailed documents about their methodologies, detailed description of similar assignments, description of experience in the similar situation, relevant competence of team members, appraisal summary of similar consulting assignments, etc.)
Consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, the Quality and Cost-based Selection (QCBS) is to be used for selection.
This consultant’s assignment is expected to start in early 2007, and the duration of the service is expected to be 24 months.
