1. The Metropolitan Municipality of Samsun has received a credit from the KfW Entwicklungsbank for the Solid Waste Management Project. It is intended that part of the proceeds of this credit will be applied to eligible payments under the contract for the provision of all necessary labour, material, equipment and services for the procurement of a healthcare waste treatment plant and construction of relevant buildings.

2. The Metropolitan Municipality of Samsun invites sealed bids from bidders for fur¬nish¬ing the necessary completion of design, labour, materials, equipment and services for the supply and installation of a healthcare waste treatment plant and the construction of the relevant buildings.

The Works comprise the following items:

• Task 1: Planning and construction of buildings for the treatment plant and for the cooled temporary storage
• Task 2: Supply and erection of immobile mechanical and electrical equipment
• Task 3: Training of the operating and maintenance personnel and a supervisor

3. The used bidding procedure is the procedure with post-qualification according to "KfW Guidelines for Procurement of Supply and Work Contracts under Financial Cooperation with Developing Countries (dated on June 2004)"1 Accordingly the qualification and the tender documents will be simultaneously submitted in two separate sealed envelopes.

5. A complete set of bidding documents may be purchased by any interested bidder on the submission of written application to the above and upon payment of a non-refundable fee of 100 EUR or the same sum in YTL (based on the daily exchange rate of the Central Bank of Turkey). If the Bidder is interested to obtain further sets of documents he may purchase, each set at the same price.

7. After payment of the fee to the bank account, the documents can be received in the above mentioned office directly or ordered per post (the receipt has to be presented). In the case the bidder does not purchase the bidding documents he will not be allowed to submit a bid.
8. All bids must be accompanied by a Bid Bond in the amount of five thousand Euros (5,000 €), issued by a bank located in Turkey as "within the limits" type or in acceptable form issued by a foreign bank acceptable to the Employer and KfW.

9. Two original and one copy sets of the English Version and two copy sets of the Turkish Version of the Bids must be delivered to the office of:

before 09.00 a.m. on September 7, 2006 and must be accompanied by the Bid Bond (see No. : 8).

10. Qualification documents will be first opened in the presence of those bidder`s representatives who choose to attend at 10.00 a.m. on September 7, 2006 in the meeting room of Metropolitan Municipality of Samsun which is in the first floor of the above mentioned building.

11. Bids will be opened, after the evaluation of the qualification documents, in the presence of those bidder`s representatives who choose to attend in the meeting room of the Metropolitan Municipality of Samsun (1. Floor Necip Bey Caddesi No: 135 / C TR-55020 Samsun). To all bidders who have been qualified for the bidding, a 14 days` notice of the date of bid opening will be given by mail or by fax. The bidders shall promptly acknowledge receipt thereof by mail or by fax to the Metropolitan Municipality of Samsun.

12. This Tender is not bound with the requirements of the State Tender Law No 2886 and 4734 of the Republic of Turkey, and hence the Employer is free to award the Contract to any Bidder it regards eligible.

13. The Employer does not bind himself to award a contract to any of the Bidders.
