Anotace tendru:

Federální vláda Nigérie obdržela úvěr od Mezinárodní asociace pro rozvoj ve výši 120 milionů USD na projekt "Modernizace městského vodovodního systému". Část prostředků bude použita na následující projekty: Lot 1 - Rehabilitace ČOV včetně vtokového objektu, rozvodného potrubí a kanálů v městě Sagamu, Lot 2 - Rehabilitace ČOV včetně vtokového objektu, rozvodného potrubí a kanálů ve městě Ijebu-Ode. OGSWC (vodárenská správa oblasti Ogun) vyzývá vhodné zájemce (viz níže) k podání nabídky do 15. března 2007. Kompletní tendrovou dokumentaci lze obdržet na základě písemné žádosti a potvrzení o zaplacení nevratného poplatku ve výši 150,- USD (popř.50.000,- Naira). Záruka za nabídku je požadována ve výši 53.000,- USD (7.000.000,- N) pro Lot 1 a 100.000,- USD (13.000.000,- N) pro Lot 2.

This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business, issue No. 633 dated 30 June 2004.

The Federal Government of Nigeria (FGN) has received a credit facility of US$ 120 million from the International Development Association (IDA) toward the cost of the First National Urban Water Sector Reform Project, and it intends to apply part of the proceeds of this credit to payments for the following projects:

Lot 1:

Contract Description: Rehabilitation of Water Treatment Plant including the Intake structures, the transmission mains and the distribution network.

Construction Period: 12 months

Lot 2:

Contract Description: Rehabilitation of Water Treatment Plant including the Intake structures, the transmission mains and the distribution network.

Location: Ijebu-Ode

Construction Period: 15 months

Bid Security: N13,000,000 or US$ 100,000

The Ogun State Water Corporation (OGSWC) now invites sealed bids from eligible bidders for the above listed works.

Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004 edition), and is open to bidders from all countries as defined in the guidelines

Qualifications requirements include the following minimum conditions

a. Experience as a Prime Contractor for at least two (2) works of a nature and complexity equivalent to the works over the last five (5) years. To comply with this requirement, works sited should be at least 70 percent complete.

b. The annual turnover amount in construction works in the last five (5) years in works that have been successfully and substantially completed and that are similar to the proposed works under this contract is as follows:

Lot 1 US$ 4.0 million/year (or its equivalent)

Lot 2 US$ 8.1 million/year (or its equivalent)

c. Project Manager must have a minimum of BSc Civil or Mecahnical Engineering, Specialized in Design & Construction of Water Treatment Plant and must have at least 10 years post-qualification experience in works of a comparable nature, complexity and volume, including no less than 5 years as a Project Manager.

d. Intended contractor must own a substantial proportion of the construction equipment required to successfully execute the contract.

e. Annual audited account for the last 3 years is to be provided.

f. To demonstrate for the last five (5) years: (i) the current soundness of the applicant’s financial position and its prospective long term profitability, and (ii) have liquidity and/or evidence of access to or availability of confirmed positive credit facilities of not less the amount as indicated below:

Lot 1 US$ 0.89 million (or its equivalent)

Lot2 US$ 1.35 million (or its equivalent)

g. A margin of preference for eligible national contractors / joint ventures shall be applied at 7.5%.

Interested eligible bidders may obtain further information from Ogun State Water Corporation and inspect the bidding documents at the address below, Mondays to Fridays (except public holidays) from 0830 to 1530 hours.

A complete set of bidding documents in the English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 150 or Naira 50,000 for each lot. The method of payment will be Bank Draft made in favour of the National Urban Water Sector Reform Project, Ogun State. The bidding documents will be collected by hand or sent by courier services on request.

Bids must be delivered to the address below on or before 15 March 2007 at 1200 hours. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at 1200 hours on 15 March 2007.

All bids must be accompanied by a bid security as stated above or an equivalent amount in a freely convertible currency.
