Anotace tendru:

Dozor a technická pomoc při výstavbě čistírny odpadních vod (ČOP) pro město Nevşehir, jejíž realizace je plánována na roky 2007–2010 za pomoci EU. ČOP bude čističkou odpadních kalů fungující na principu aktivace provzdušňováním s fyzikálními a biologickými stupni a kapacitou pro 125 000 obyvatel a 9 000 průmyslových podniků (fáze 1). Čistírna bude připravena pro rozšíření včetně terciárního čištění (pokud bude nutné) a rovněž zvětšení na pokrytí kapacity 170 000 obyvatel a 14 000 průmyslových podniků (fáze 2). Výstavba zahrne pouze fázi 1.

Lhůta pro doručení nabídek je 21.5.2007. Nabídka do tendru musí být zpracována v anglickém jazyce.

6.Nature of contract:
Fee-based.
7.Contract description:
The contract comprises supervision and technical assistance for the construction of a wastewater treatment plant (WWTP) for Nevşehir Municipality planned for implementation with EU assistance during 2007–10.
The WWTP is an extended aeration activated sludge plant with physical and biological stages servicing a population of 125 000 persons and 9 000 industrial p.e. (stage 1). The plant will be prepared for an extension covering tertiary treatment (if necessary) as well as an expansion to cover 170 000 persons and 14 000 industrial p.e. (stage 2). The construction will cover stage 1 only.

Conditions of participation

11.Eligibility:
Participation is open to all legal persons of the EU Member States and the countries (http://europa.eu.int/comm/europeaid/tender/practical_guide_2006/documents/annexes_general/en/a2_ecprogrammes_en.doc) and territories of the regions covered and/or authorised by the Regulations on access to Community external assistance and other specific instruments applicable to the programme under which the contract is financed (see also point 30 below). Participation of natural persons is directly governed by the specific instruments applicable to the programme under which the contract is financed.
12.Candidature:
All eligible natural and legal persons (as per point 11 above) or groupings of such persons (consortia) may apply.
A consortium may be a permanent, legally-established grouping or a grouping which has been constituted informally for a specific tender procedure. All members of a consortium (i.e. the leader and all other members) are jointly and severally liable to the contracting authority.
The participation of an ineligible natural or legal person (as per point 11) will result in the automatic exclusion of that person. In particular, if that ineligible person belongs to a consortium, the whole consortium will be excluded.
13.Number of applications:
No more than 1 application can be submitted by a natural or legal person whatever the form of participation (as an individual legal entity or as leader or member of a consortium submitting an application). In the event that a natural or legal person submits more than 1 application, all applications in which that person has participated will be excluded.
14.Shortlist alliances prohibited:
Any tenders received from tenderers comprising firms other than those mentioned in the shortlisted application forms will be excluded from this restricted tender procedure. Shortlisted candidates may not form alliances or subcontract to each other for the contract in question.
15.Grounds for exclusion:
As part of the application form, candidates must submit a signed declaration, included in the standard application form, to the effect that they are not in any of the exclusion situations listed in Section 2.3.3 of the Practical Guide to contract procedures for EC external actions.
16.Subcontracting:
Subcontracting is not allowed.
17.Number of candidates to be shortlisted:
On the basis of the applications received, at least 4 and at most 8 candidates will be invited to submit detailed tenders for this contract.

Provisional timetable

18.Provisional date of invitation to tender:
June 2007.
19.Provisional commencement date of the contract:
September 2007.
20.Initial period of execution and possible extension of the contract:
The period of implementation of the tasks identified in Annexes II and III is 38 months from the commencement date (730 calendar days from the commencement date for the construction of works. Additional to that, 425 calendar days from the date of provisional acceptance including 365 calendar days of technical training and operation). However the contract should be completed before 30.11.2010.

Selection and award criteria

21.Selection criteria:
The following selection criteria will be applied to candidates. In the case of applications submitted by a consortium, these selection criteria will be applied to the consortium as a whole:
1) Economic and financial standing of candidate (based on item 3 of the application form):
(a) annual average turnover for the last 3 years (2004, 2005, 2006) of the candidate must exceed EUR 600 000; and
(b) the averages of cash and cash equivalents of the candidate at the beginning and end of each year are positive over the last 3 years (2004, 2005, 2006).
2) Professional capacity of candidate (based on items 4 and 5 of the application form):
(a) at least 10 staff (this year 2007) should be currently working for the candidate in fields of expertise related to this contract.
3) Technical capacity of candidate (based on items 5 and 6 of the application form):
(a) completed supervision service contracts of infrastructure works (i.e. wastewater/potable water treatment plan, sewerage pipelines, potable water pipelines, storm water pipelines) with a minimum cumulative supervision service contract value of EUR 2 500 000 within the last 5 years (between 2002 (included) and 2006) up to the date of this tender;
(b) completed supervision and/or consultancy of a minimum of 1 design-built wastewater treatment plant project according to the FIDIC applications within the last 5 years (between 2002 (included) and 2006) up to the date of this tender with a minimum supervision service contract value of EUR 250 000.
If more than 8 eligible candidates meet the above selection criteria, the relative strengths and weaknesses of the applications of these candidates must be re-examined to identify the 8 best applications for the tender procedure. The only factors which will be taken into consideration during this re-examination are based on items 3(b) above (i.e. cumulative supervision service contract value of the design-built wastewater treatment plant projects according to the FIDIC applications).
22.Award criteria:
As specified in the tender dossier annexed to the letter of invitation to tender which will be sent to shortlisted candidates.

26.Alteration or withdrawal of applications:
Candidates may alter or withdraw their applications by written notification prior to the deadline for submission of tenders. No application may be altered after this deadline.
Any such notification of alteration or withdrawal shall be prepared and submitted in accordance with point 25. The outer envelope (and the relevant inner envelope) must be marked `Alteration` or `Withdrawal` as appropriate.

Signature of this service contract is subject to:
1. the co-financing to be secured;
2. the memorandum of understanding to be signed between the beneficiary and the contracting authority (CFCU) regarding the new tariff rates and their management plan before the signature of the contracts;
3. the award of this contract is subject to the availability of funds under the 2006 national pre-accession programme for Turkey.
