INVITATION FOR PRE-QUALIFICATION
SAMSUN BIOLOGICAL WASTE WATER TREATMENT PLANT AND DEEP SEA OUTFALL
DESIGN, CONSTRUCTION WORKS AND OPERATION SERVICES FOR 60 MONTHS
Samsun Water and Sewerage Administration, SASKI General Directorate (hereinafter referred to as "the Employer"), invites internationally experienced companies, consortia or joint-ventures for pre-qualification to tender for Samsun Waste Water Project "Waste Water Treatment Plant (WWTP) and Deep Sea Outfall (DSO) Construction Works" (hereinafter referred to as "the Project"). The mentioned tender also includes operation of the constructed plant for a period of 60 months.
The Project covers design (during tender process different alternatives will have to be considered by Applicants) and construction of mechanical and biological Waste Water Treatment Plant for the year 2015, including electrical and mechanical works, pumping station for the treated waste water and deep sea outfall as well as operation of this plant.
The Project will be financed jointly by SASKI, European Investment Bank (EIB) and KfW within the framework of the official German-Turkish and EIB-Turkish Financial Cooperation. Applicants shall provide a letter of intent from an Export Credit Agency (ECA) indicating its willingness to provide ECA guarantee consistent with the Arrangements on Guidelines for Officially Supported Export Credits (OECD Consensus Guidelines). The guidelines of KfW shall apply to this tender.

Requirements for discharges from the Waste Water Treatment Plant in accordance with the "Urban Wastewater Treatment Regulation published 08.01.2006 in official newspaper of Turkey numbered 26047" are as follows:

Period of Completion: 36 months for design and construction works of WWTP and DSO
Period of Operation: 60 months including one year commissioning period and five year defect liability period.
Equipment Guarantee Period: 24 months after completion period
To this end, Samsun WWTP and DSO design and construction works as well as operation thereof for 60 months will be awarded internationally to pre-qualified Applicants as per FIDIC Conditions of Contract for Plant and Design-Build (FIDIC Yellow Book).
SASKI invites all national and international companies, consortia or joint-ventures which have the required experience, to apply for pre-qualification for the above works. International foreign applicant shall form a consortium/joint venture with qualified Contractors in Turkey. Experience and resources of subcontractors shall be taken into consideration in Applicant`s pre-qualification evaluation. Subcontractors will not be changed by the Contractor before end of works.
Companies, consortia or joint-ventures applying for the above works must have design, construction and operation experience relating to the Project and must prove that they meet the requirements described in the pre-qualification documents for expertise, experience and financial capacity.
The minimum requirements for pre-qualification of Applicants (companies/consortia/joint-ventures) are as follows:
1) Average turnover of the last 3 years (2003-2005) shall be at least 30 000 000 Euros or equivalent. At least 50% of this total turnover shall belong to the lead company. Each partner and member of a consortium/joint venture - not leader - shall present an individual turnover of at least 25% of the total turnover.
2) During the last 5 years (2001 - 2005 ) the applicant must have;
a) Constructed and completed at least two urban waste water treatment plants, each with a minimum capacity of 100 000 PE,
Constructed and completed one urban waste water treatment plant with a minimum capacity of 100 000 PE and one urban drinking water treatment plant with a minimum capacity of 100 000 m3/day.
b) Constructed and completed one off shore deep sea outfall with a minimum diameter of 600 mm 10 m deep and 500 m length.
c) Successfully operated (solely responsible for the Operation and Maintenance Services) in the last five years (2001-2005) at least two similar urban biological waste water treatment plants with a minimum capacity of 100 000 PE for at least two years (relevant training programs completed under this scope and their contents shall also be listed) and one of the two may still be under contract.
d) Designed at least two urban waste water treatment plants, each with a minimum capacity of 100 000 PE
Designed one urban waste water treatment plant with a minimum capacity of 100 000 PE and 1 urban drinking water treatment plant with a minimum capacity of 100 000 m3/day.
Experience and resources of subcontractors shall be taken into consideration in Applicant`s pre-qualification evaluation. Subcontractors will not be changed by the Contractor before end of works.
3) Furthermore, applicants shall provide a letter of intent from an Export Credit Agency (ECA) indicating its willingness to provide ECA guarantee for the financing of goods and services up to an amount of EUR 6,000,000. The requirements are specified in the tender documents and are consistent with the Arrangements on Guidelines for Officially Supported Export Credits (OECD Consensus Guidelines). The ECA guarantee must be denominated in a convertible currency for which Commercial Interest Reference Rates (CIRR) are available. The guarantee has to be in favor of KfW and acceptable to KfW.

All Applicants shall acknowledge receipt of these documents.
Applicants requesting additional information, or further explanations about the Pre-qualification Documents should write to the Employer. All written correspondence must be received no later than 2 weeks before deadline of submission, on 3rd July, 2007 at 17.00 pm. All requests received later than this date will not be taken into consideration.
Pre-qualification application folders shall be prepared in 2 copies both in English and Turkish (one original and one copy in each language) according to the pre-qualification documents obtained from the Administration, and presented in sealed envelopes bearing explicitly the statement "Application for Pre-qualification for Samsun Waste Water Project - Waste Water Treatment Plant and Sea Outfall Construction Works and Operation Services" either personally or by registered post until 18th July 2007,15.00 pm local time. SASKI is not responsible for delays in the post.
Pre-qualification applications shall be evaluated according to FIDIC Tendering Procedures. Only those companies, joint-ventures or consortia pre-qualified according to this procedure will be invited to tender.
