Anotace tendru:

Archangelsk Vodokanal, obecní vodovodní společnost vlastněná městem Archangelskem hodlá použít část prostředků v rámci půjčky Evropské Banky pro Rekonstrukcu a Rozvoj (EBRD) na financování projektu rozvoje vodovodních služeb ve městě Archangelsku (projekt MWSDP). Společnost tímto vypisuje výběrové řízení na:
- výstavbu nového okruhu hlavního vodovodního řadu z ústřední úpravny vody k železničnímu mostu, přičemž řad bude položen podél železniční trati Smolny Buyan na Obviodny Kanal Prospekt. Hlavní potrubí bude mít průměr 800mm, pokud možno z vodivého železa. Celková délka je přibližně 2,000 m. Předpokládaný čas kompletace je 12 měsíců. Vhodní zájemci o účast ve výběrovém řízení (kvalifikační kritéria jsou popsána v textu níže) mohou obdržet kompletní tendrovou dokumentaci na níže uvedené adrese po zaplacení nevratného poplatku ve výši 300 EUR. Na požádání může bt dokumentace též promptně zaslána kurýrní službou po zaplacení dodatečného poplatku ve výši 500 EUR anebo zaslána elektronickou poštou (e-mailem). V tomto případě ovšem bude při jakýchkoliv odchylkách rozhodující znění verze na herd-disku. Spolu s nabídkou musí být poskytnuta zadavateli záruka za nabídku ve výši 35.000,- EUR nebo ekvivalentu ve volně směnitelné měně. Nabídky musí být doručeny na níže uvedenou adresu nejpozději do 28. září 2007 do 15:00 místního času.

This invitation for tenders follows the general procurement notice for this project which was published in Procurement Opportunities (Ref: 5195-GPN-20699) on 1 February 2006 (updated on 24 July 2007).

Arkhangelsk Vodokanal, the municipal water utility owned by the City of Arkhangelsk (the employer), intends to apply part of the loan proceeds from the European Bank for Reconstruction and Development (EBRD) toward the cost of the Arkhangelsk Municipal Water Services Development Project (MWSDP).

The employer now invites sealed tenders from contractors for the following contract:
• Construction of a new ring water main from the central water treatment plant to the railway bridge, whereupon it runs along the railway line in Smolny Buyan to Obvodny Kanal Prospect. The main ring will be 800 mm in diameter, preferably of ductile iron. Total length is approximately 2,000 m.

The anticipated time for completion is 12 months.

Tendering for contracts to be financed with the proceeds of a loan from the EBRD is open to tenderers from any country. The proceeds of the loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the United Nations Charter.

In order to qualify for award of the contract, a tenderer should meet the following qualifying criteria:

—The annual turn-over the for the last three years must not be less than € 5 million/year or equivalent.
—The tenderers are requested to provide a list of no less than three contracts of a similar nature and complexity as the contract in question, undertaken during the last five years. At least one contract should be completed in similar climate conditions.
—Access to, or have available liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to bear costs associated with the execution of the works under the contract for a period of three months, estimated as no less than € 450,000 equivalent.
—The tenderer should have - or obtain prior to the contract award - all required licenses to perform design/engineering and construction works in the Russian Federation.
—Candidate for the tenderer’s proposed project manager must have no less than ten years total experience, five years experience of similar work, and three years in a similar position.
