Anotace tendru:

Vláda Rumunska obdržela od Světové banky (WB) financování ve výši 120 mil. USD na pokrytí nákladů projektu uzavření dolu, regenerace životního protředí a socio-ekonomických dopadů v Rumunsku, a tyto prostředky hodlá použít na platby zboží, služeb, prací a konzultačních čiností v rámci tohoto projektu. Projekt bude obsahovat následující komponenty:
A.Uzavření dolu a dopad na životní prostředí (59 mil. USD)
B.Socio-ekonomické dopady (58.8 mil. USD)

This general procurement notice updates the general procurement notice published in UN Development Business No. 644 of 16 December 2004.

The Government of Romania has obtained financing in the amount of US$ 120 million equivalent from the World Bank toward the cost of the Mine Closure, Environmental and Socio-Economic Regeneration Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project includes the following components:

A. Mine Closure and Environmental Component (US$59 million) of the Project will (i) support the closure and environmental rehabilitation of mines and/or mine processing facilities at 20 sites; and (ii) help start implementation of the recommendations of the Sector Environmental Assessment which was conducted in 2002.

Indicative items to be procured under this component include the following:
• Mine closure works (will be procured under ICB and NCB)
• Site Supervision for remediation works / mining museum establishment works
• Management & Administration of mining museum.

B. Socio-Economic Regeneration (SER) Component (US$ 58.8 million) of the Project will scale up the job creation activities piloted by the Mine Closure and Social Mitigation Project (MCSMP) and will add sub-components to foster local conditions for economic growth and social regeneration based on the lessons learned. The main objectives of the SER component are to: (i) Scale up the job creation measures implemented under the first loan; (ii) Support local development activities through community capacity building and financing of economic infrastructure and social services; and (iii) Strengthen the Borrower’s capacity to implement the SER component.

Indicative items to be procured under this component include the following:
• Management of the Microcredit Fund
• Supply of specific equipment for production related to the workspace centers
• Technical assistance for feasibility studies (including Environmental Management Plans), Detailed Design, Works Engineering and Technical Surveys as well as Civil works for municipal infrastructure
• Technical Assistance for Monitoring and Evaluation
• Public Information services
• Technical assistance for AZM capacity building
• Technical services for development of Management Information System within AZM

C. Institutional Support Component (US$ 2.2 million) consists of the institutional support for the following: (i) the Project Management Unit (PMU) which will manage the Mine Closure and Environmental component and will also be responsible for consolidating project accounts; and (ii) the National Agency for Development of the Mining Regions (AZM), Romanian Social Development Fund (RSDF) and the Project Management Unit for Socio-Economic Regeneration (PMU-SER) which will coordinate all the sub-components related to SER.

Indicative items to be procured under this component include the following:
• Audit services
• Training

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004 edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition).
