This Invitation for Tenders follows the General Procurement Notice for this project which was published in Procurement Opportunities, Ref. 5558-GPN-37033, dated 13.6.2007 and updated on 5.9.2008.

JKP Regionalna deponija "Duboko", hereinafter referred to as "the Employer", intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of construction of a landfill.

JKP Regionalna deponija "Duboko" now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan:

Construction of a Landfill

- The Contract shall consist of, but is not limited to, the construction of the required works, including fabrication, delivery, assembly, erection, training (operation as well as maintenance), testing, commissioning, adjusting and connecting them to existing works (the first phase of the overall project already contracted to others) and handing over a landfill (the second phase of the overall project, namely this contract) at the designated landfill complex of Duboko near Užice in Central/Western Serbia, inclusive of all requisite guarantees. The implementation period of the project including the design (if necessary) and construction is 9 months from the commencement date. An additional defect notification period of 24 months is foreseen.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
- General Experience

The Tenderer shall meet the following minimum criteria. The projects should be of a nature and complexity similar to those of the Works in the proposed contract and successfully completed within the last 5 years:
a) Successful completion as prime contractor in the last 5 years:
- in the construction of at least 1 project related to landfills for solid waste disposal with a minimum contract value of EUR 1 500 000 (excl. VAT) or equivalent and
- of 2 other projects related to the environmental protection involving synthetic linings, with a minimum contract value of EUR 1 500 000 (excl. VAT) or equivalent for each contract.

a) Turnover
The average annual turnover in the past 5 years shall be at least EUR 3 000 000 (excl. VAT) or equivalent.
b) Financial Resources

The Tenderer shall demonstrate, by a bank statement from his bank, that he has available or has access to liquid assets, lines of credit, or other financial means sufficient to meet the construction cash flow for the contract of not less than EUR 500 000 or equivalent, for a period of 3 months, in addition to the Tenderer`s commitments for other contracts.

If requested, the documents will be promptly dispatched by courier, but no liability can be accepted for loss or late delivery.

All tenders must be accompanied by a tender security of EUR 30 000 or its equivalent in a convertible currency.

Tenders must be delivered to the office at the address below on or before 10.11.2008 (14:00), CET Belgrade local time, at which time they will be opened in the presence of those tenderers representatives who choose to attend.
