SC Compania de Apa Oradea SA, hereinafter referred to as "the Employer", intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of a project to finance investments in the extension of water and sewerage network in Oradea.
SC Compania de Apa Oradea SA now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan:
Extension of the Water Supply and Sewerage Systems in Oradea
The purpose of the Works is to extend the water network and the sewerage system, at several locations within the city of Oradea. This consists of the extension of the water and sewerage network into areas that are not served at present.
The main components of the Works are
1. Extension of approximately 41 km of water supply network with Dn between 110 mm and 300 mm in the areas of Oradea together with associated property connections, manholes and chambers comprising
2. Extension of approximately 35 km domestic sewerage system with Dn between 250 mm and 400 mm together with associated property connections, manholes and chambers comprising
3. Extension of approximately 11 km storm water network with Dn between 300 mm and 1 200 mm or gutters
Components 1, 2 and 3 are substantially in urban streets which require particular methods of working including traffic management. Work on live sewers and maintaining flows is required in some places.
This Contract comprises the supply, installation, construction, rehabilitation (where specified), commissioning and testing of the work described briefly above. This is an indicative summary only and the detailed description and specification of the required works is given elsewhere in the documents.
It is intended that the contract will be awarded in the last quarter of 2008 and that the time for completing the Works covers a period of 12 months. The Works will be executed under FIDIC Conditions of Contract for Plant and Design-Build, First Edition 1999.
Tendering for contracts to be financed with the proceeds of a loan from the EBRD is open to firms, joint ventures, consortia or other unincorporated groupings of 2 or more persons from any country or countries. The proceeds of the Bank`s loan will not be used for payments to persons or entities or for any import of Goods if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
The Tenderer shall furnish, as part of its tender, documentary evidence of the Tenderer`s qualifications to perform the contract if its Tender is accepted, establishing to the Employer`s satisfaction that:
(a) Average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 5 years of EUR 9 000 000 equivalent.
(b) Successful experience as prime contractor in the execution of at least 4 projects of a nature and complexity comparable to the proposed contract completed within the last 5 years. 1 of the projects shall have a minimum value of EUR 3 000 000 and 3 shall have a minimum cumulated value of EUR 4 500 000 equivalent. Comparable nature and complexity shall be defined as having the following specific features:
- Extension of water supply network with Dn between 110 mm and 300 mm, using materials which are according with the requirements from the present tender documents
- Extension of domestic sewerage system with Dn between 250 mm and 400 mm using materials which are according with the requirements from the present tender documents
- Extension of storm water network with Dn between 300 mm and 1 200 mm or gutters, using materials which are according with the requirements from the present tender documents
(c) The Tenderer has the necessary plant, equipment and experienced design and Site staff available for a effective execution of the project within the time for completion and for the offered price.
Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of EUR 500 or its equivalent in Romanian Lei (ROL).
Payment may be made in cash directly to the cashier of SC Compania de Apa Oradea SA in ROL, or by inter-bank transfer to SC Compania de Apa Oradea SA bank in the account no. RO41BRDE050SV03433450500 – BRD Societe General Oradea for payments in ROL and in the account no.RO44RNCB0032046483230006 – BCR Oradea – for payment in Euro. Bank transfer charges to be paid by the applicant. If requested, the documents will be promptly dispatched by airmail in exchange for payment, but no liability can be accepted for loss or late delivery.
Only parties that have purchased the tender documents and have returned the duly completed Acknowledgement of Receipt Form will be considered eligible to submit Tenders.
All tenders must be accompanied by a tender security in Euro or any other freely convertible currency in amount of EUR 120 000. The Tender Security shall be valid for a period of not less than 35 days after the period of Tender Validity without any interest or compensation to be paid by SC Compania de Apa Oradea SA.
Tenders must be delivered to the office at the address below on or before 18.11.2008 (14:00), local time, at which time they will be opened in the presence of those Tenderers` representatives who choose to attend.
