Anotace tendru:

Popis zakázky:

Konkrétním cílem projektu je příprava radioaktivního odpadu a jeho následné zpracování za použití špičkového technologického vybavení a s uplatněním spalování a superzhutňování. Finálním výrobkem bude produkt o vysoké hustotě, který bude vhodný ke střednědobému skladování nebo likvidaci a který bude splňovat požadavky ukrajinských norem a předpisů. Využitím pokročilého vybavení s maximální úrovní mechanizace a automatizace dojde ke snížení doby, po kterou jsou zaměstnanci vystavení radioaktivnímu odpadu. Řídící systémy odpovídající stávajícímu stupni pokroku v daném oboru s minimálním množstvím regulovaných parametrů by měly umožnit účinnou reakci v případě nebezpečí. Systém by měl navíc minimalizovat množství radioaktivního odpadu, který se nahromadí ve skladech v důsledku provozu a údržby jaderné elektrárny (JE).
Tato nová zařízení budou obsahovat:
fragmentační jednotku skládající se z:
Část 1: fragmentační keson a související vybavení.
Část 2: fragmentační nástroje a pomocné vybavení.
Do rozsahu dodávek bude dále spadat konkrétní návrh zařízení, výroba v souladu s dohodnutým programem zajištění jakosti, vypracování dokumentu nazvaného „technické specifikace dodávek“, certifikace v souladu s požadavky ukrajinských předpisů, podpora procesu udělování licence, provedení uvolňovacích zkoušek, doručení na místo instalace a dohled nad instalací, nad uvolňovacími zkouškami prováděnými na místě instalace a nad zprovozněním; a dále pak poskytnutí návrhové dokumentace, pokynů pro provoz a údržbu, zaškolení personálu konečného uživatele, podpora údržby (poprodejní), všechny standardní i zvláštní nástroje a vybavení pro běžný provoz a údržbu, náhradní díly (v případě jejich zakoupení) a záruka dle zakázky na dodávky.

Počet a názvy položek:

Nabídka obsahuje 1 položku rozdělenou do 2 částí.
Uchazeči musí podávat nabídku na obě položky.
Hodnocení bude provedeno na základě hodnotících kritérií zahrnutých v zadávací dokumentaci.
Rozsah dodávky je následující:
Část 1: fragmentační keson a související vybavení zahrnující:
— technické rozhraní (pro média, pomocná zařízení),
— dveře / otevírací systémy pro materiály,
— zámky pro osobní vstup,
— okna,
— pomocný stůl (pracovní plocha),
— nosníkový jeřáb o nosnosti 2 t,
— ventilační systém kesonu, včetně mobilního odvodního ramene / filtrovacího systému,
— dálkový systém dohledu,
— kontrolní a monitorovací systém včetně elektrického zařízení,
— vybavení pro běžný provoz fragmentačního kesonu,
— zařízení pro zprovoznění systému, testování a údržbu,
— zvláštní nástroje a vybavení.
Část 2: fragmentační nástroje a pomocné vybavení zahrnující:
— pásovou pilu,
— plazmovou řeznou jednotku pro tenké řezy,
— hydraulickou ruční řezačku,
— hydraulické strojní nůžky na kovový odpad,
— elektrický vysokozdvižný vozík,
— mobilní dekontaminační zařízení,
— aktivně odvětrávané ochranné obleky,
— standardní nástroje,
— zařízení pro zprovoznění systému, testování a údržbu,
— zvláštní nástroje a vybavení.
Všichni uchazeči musí předložit nabídku před 16.4.2009 (16:00), středoevropského času.
Veškerá písemná komunikace, která se vztahuje k tomuto výběrovému řízení a zakázce, musí být v angličtině.

Contract specifications

Description of the contract:

The specific objective of the project is radwaste preparation and subsequent treatment with the use of high-technology equipment and with the application of incineration and supercompacting. The end product is a high-density product suitable for intermediate-term storage or disposal and compliant with the requirements of Ukrainian standards and regulations. The use of advanced equipment with the maximal level of mechanisation and automation will reduce the time personnel spend in contact with radwaste. The state-of-the-art control systems with the minimum of controlled parameters should allow effective response in case of emergency. Also, the system should minimise the amount of radwaste accumulated at the storages as a result of NPP operation and maintenance.
The new facility will consist of:
Fragmentation unit consisting of:
Part 1: fragmentation caisson and associated equipment.
Part 2: fragmentation tools and ancillary equipment.
The scope of supply will include the specific design of the equipment, manufacturing in accordance with the agreed quality assurance programme, development of the `technical specification for supply` document, certification in accordance with the Ukrainian regulatory requirements, support to licensing, performance of the acceptance testing, delivery to the site and the supervision of the installation, of the site acceptance tests and of the commissioning; furthermore, the provision of the design documentation, operating and maintenance instructions, training to the End User`s personnel, maintenance support (after sales), all standard and special tools and equipment for the normal operation and maintenance, spare parts (if purchased) and the warranty as per supply contract.

Number and titles of lots:

The tender will include 1 lot divided into 2 parts.
Each tenderer must tender for both parts.
The evaluation will be performed based on the evaluation criteria included in the tender dossier.
The scope of supply is the following:
Part 1 fragmentation caisson and associated equipment including:
— technical interface equipment (for media, auxiliaries),
— doors/opening systems for materials,
— personnel entry locks,
— windows,
— auxiliary table (work bench),
— beam crane with 2 t lifting capacity,
— caisson ventilation system including mobile exhaust arm/filter system,
— remote surveillance system,
— control and monitoring system including electrical equipment,
— equipment for routine operation of the fragmentation caisson,
— equipment for system commissioning, testing and maintenance,
— special tools and equipment.
Part 2 fragmentation tools and ancillary equipment including:
— band saw,
— fine focus plasma cutting unit,
— hydraulic hand cutter,
— hydraulic scrap shearing machine,
— electrical forklift truck,
— mobile decontamination device,
— active ventilated protective suits,
— standard tools,
— equipment for system commissioning, testing and maintenance,
— special tools and equipment.


Terms of participation


8.
Eligibility and rules of origin:

Participation is open to all legal persons, participating either individually or in a grouping (consortium) of tenderers which are established in a Member State of the European Union or in a country or territory of the regions covered and/or authorised by the specific instruments applicable to the programme under which the contract is financed (see item 22 below). All goods supplied under this contract must originate in 1 or more of these countries. Participation of natural persons is directly governed by the specific instruments applicable to the programme under which the contract is financed.

9.
Grounds for exclusion:

Tenderers must submit a signed declaration, included in the tender form for a supply contract, to the effect that they are not in any of the situations listed in point 2.3.3 of the `Practical Guide to contract procedures for EC external actions`.

10.
Number of tenders:

Tenderers may submit only 1 tender per lot. Tenders for parts of a lot will not be considered. Any tenderer may state in its tender that it would offer a discount in the event that its tender is accepted for more than 1 lot.
Tenderers may not submit a tender for a variant solution in addition to their tender for the supplies required in the tender dossier.

11.
Tender guarantee:

Tenderers must provide a tender guarantee of EUR 25 000 when submitting their tender. This guarantee will be released to unsuccessful tenderers once the tender procedure has been completed and to the successful tenderer upon signature of the contract by all parties. This guarantee will be called upon if the tenderer does not fulfil all obligations stated in its tender.

12.
Performance guarantee:

The successful tenderer will be asked to provide a performance guarantee of 10 % of the amount of the contract at the signing of the contract. This guarantee must be provided together with the return of the countersigned contract no later than 30 days after the tenderer receives the contract signed by the contracting authority. If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the next best compliant tender.

Information meeting/site visit:

A clarification meeting/site visit will be held on
3.3.2009 (part 1 and 2) at Zaporozhye NPP, Tacis Office Site Coordination Unit (SCU), Training Center Building.
For all parts, any question on the tender dossier has to be forwarded in writing or raised at the clarification meeting.
Tenderers who intend to participate in the Zaporozhye NPP site visit are requested to announce their visit, including the passport particulars of their representative(s), via fax or e-mail, at the latest on 18.2.2009 (12:00), Ukrainian time to:

For security reasons, tenderers are informed that in case of late confirmation of attendance, the access to visited rooms could be limited to non-controlled areas only or even that access to the nuclear power plant premises could be refused.
Visits by individual prospective tenderers during the tender period other than this site visit for all prospective tenderers cannot be permitted.

Tender validity:

Tenders must remain valid for a period of 90 days after the deadline for submission of tenders.

From contract signature until the provisional acceptance.


Selection and award criteria


16.
Selection criteria:

The following selection criteria will be applied to tenderers. In the case of tenders submitted by a consortium, these selection criteria will be applied to the consortium as a whole:
1) Economic and financial capacity of tenderer (based on i.a. item 3 of the tender form for a supply contract):
(a) the average annual turnover for the last 3 completed accounting years (2006, 2007 and 2008) must exceed the amount of the offer. (Please adapt the table in the template).
2) Professional capacity of tenderer (based on i.a. items 4 and 5 of the tender form for a supply contract):
(a) has a minimum of 10 staff working in the field related to this project.
3) Technical capacity of tenderer (based on i.a. items 5 and 6 of the tender form for a supply contract):
(a) for part 1: has successfully implemented (as contractor, consortium leader or consortium member) at least 2 similar projects for components or system(s) to be installed in the past 10 years, including the successful passing of the qualification tests/certification tests applicable for a nuclear classified end-user (NPP or radwaste treatment installation);
(b) for part 2: has successfully delivered in frame of at least 1 similar project in the past 10 years (as contractor, consortium leader or consortium member) similar components or system(s) of industrial standard to be installed in industrial or nuclear waste treatment installations;
(c) for part 1 and part 2: the tenderer (leader and consortium members if any) and the manufacturer of the core components of part 1 (caisson, ventilation system) must be QA certified according to ISO 9000 series standard or equivalent.
An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. It must in that case prove to the contracting authority that it will have at its disposal the resources necessary for performance of the contract, for example by producing an undertaking on the part of those entities to place those resources at its disposal. Such entities, for instance the parent company of the economic operator, must respect the same rules of eligibility and notably that of nationality, as the economic operator.
