Anotace tendru:

Republika Albánie obdržela od Mezinárodní asociace pro rozvoj (IDA), která je součástí Světové banky (WB), úvěr na financování projektu rozvoje přírodních zdrojů, a část prostředků v rámci tohoto projektu hodlá použít na nákup „ochranných oděvů a nástrojů pro lesníky v případě lesních požárů“ (kontrakt ALB-NRDP-ICB/08/G-04). Vhodní zájemci o účast ve výběrovém řízení mohou zakoupi kompletní tendrovou dokumentaci v angličtině na základě písemné žádosti a po zaplacení nevratného poplatku ve výši 5.000,- albánských leke nebo 50 Euro na níže uvedené adrese, kde je též možno získat více informací o projektu případně nahlédnout do tendrové dokumentace, a to v době mezi 8:00.16:30 místního času od pondělí do čtvrtka a 8:00-14:00 místního času v pátek. Nabídky musí být doručeny na níže uvedenou adresu nejpozději do 15. července 2008 v zapečetěných obálkách, které budou veřejně otevřeny v 15:00. Spolu s nabídkou je nutno poskytnout záruku za nabídku ve výši 4.500,- USD nebo kvivalentu ve volně směnitelné měně.

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in UN Development Business No. 653 of 30 April 2001.

2. The Republic of Albania has received a credit from the International Development Association toward the cost of the Natural Resources Development Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for procurement “Protective clothing and hand tools for foresters for forest fires” ref; ALB-NRDP-ICB/08/G-04

3. The Ministry of Environment, Forests and Water Administration, now invites sealed bids from eligible and qualified bidders for “Protective clothing and hand tools for foresters for forest fires” ref; ALB-NRDP-ICB/08/G-04

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Ministry of Environment, Forests and Water Administration, Directorate of Forest and Pasture Policies; nehatcollaku@yahoo.com with a copy to Ms. fiorentinajorgji@yahoo.com and inspect the Bidding Documents at the address given below from Monday-Thursday between 8.00-16.30 local time and on Friday between 8.00 -14.00 local time.

6. Qualifications requirements include:

(a) Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): The bidder annual turnover must be in anyone of the last three years: US$ 450,000.

(b) Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

i) if the bidder is a manufacturer, the bidder must have manufactured, tested and supplied the equipments similar to the type specified in the schedule of requirements up to at least 80 per cent of the quantity indicated in the schedule of requirements in any of the last three years and which should have been in successful operation for at least 1 year as on the date of the bid opening

ii) If the bidders are authorized representative of a manufacturer, they need to meet with the above requirements in full, can also be considered , providing: a) manufacturer furnishes a legally enforceable authorization in the prescribed form assuring full guarantee and warranty obligations as per GCC and SCC for the goods offered; and b) the bidder, as authorized representative, has supplied , installed and satisfactorily commissioned and provided after sales service for at least 1 similar contract in any of the three last years which must be in satisfactorily operation for at least one year on the date of bid opening

A margin of preference for eligible national contractors “shall not” be applied. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of 5.000 Albanian Leke or 50 Euro. The method of payment will be by direct deposit or a confirmed transfer deposit in the below stated bank account. Payments should be deposited in the following:

The bidding documents will be sent via airmail for overseas delivery and surface mail or courier for local delivery.

8. Bids must be delivered to the address below at or before 15 July 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person at the address below at 13.00 o’clock (local time) of 15 July 2008. All bids must be accompanied by a “Bid Security” of US$ 4,500 or an equivalent amount in a freely convertible currency.
