Republic of Tanzania has received a credit from the International Development
Association (IDA) toward the cost of the Rural Water Supply and Sanitation
Project (RWSSP), and intends to apply part of the funds to cover eligible
payments under the contract for supply of handpumps and establishment of
maintenance services. Over a period of four years some 1,000 handpumps will be
procured and installed in 12 districts. In order to institute a sustainable
handpumps supply, availability of spares and maintenance services to
communities, the supplier will be responsible for the supply of handpumps and
spares, installation of handpumps and provision of maintenance services; i.e.
for the total handpump supply chain. The Central Tender Board (CTB) now invites
sealed bids from eligible bidders for the establishment of a Zonal Business Unit
for supply and distribution of handpumps, construction of aprons and
installation of handpumps, establishment of district spare parts outlets,
provision of maintenance services, and training of village handpumps caretakers.
The scope of services will include establishment of three Business Units in the
following three lots: Lot No. 1: Establishment of Business Unit 1: (This
Business Unit to start project activities about November 2002) Supply and
stocking of 200 Nira AF85 direct action hand pumps or equivalent, 150 SKAT
specified Walimi/SWN 80 medium depth handpumps or equivalent and 50 SKAT
specified Afridev medium/deep depth handpumps or equivalent and associated spare
parts at Morogoro and/or Dar Es Salaam zonal depot(s). Establishment and
continued stocking of spare parts for the specified pumps at Rufiji, Kilosa,
Morogoro, and Handeni district outlets. Appointment of a certified technician
for construction of handpump platforms and installation of handpumps, providing
repair services and carrying out periodic inspections, in each of the districts.
Construction of platforms, transportation and installation of handpumps and
training of village handpump caretakers. Lot No. 2: Establishment of Business
Unit 2: (This Business Unit to start operations in 2003/2004) Supply and

stocking of spare parts for the specified pumps at Igunga, Iramba, Singida, and
Manyoni district outlets. Appointment of a certified technician for construction
of handpump platforms and installation of handpumps, providing repair services
and carrying out periodic inspections in each of the districts. Construction of
platforms, transportation and installation of handpumps and training of village
handpump caretakers. Bidding will be conducted through international competitive
bidding (ICB) procedures specified in the World Bank?s Guidelines: Procurement
under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996,
September 1997 and January 1999) and is open to all suppliers from and goods
produced in or supplied from eligible source countries defined in the
guidelines. Interested eligible bidders may obtain further information from the
Permanent Secretary, Ministry of Water and Livestock Development (first address
below) and inspect the bidding document at the office of The Secretary, Central
Tender Board (second address below) from 0730 hours to 1530 hours, Mondays
through Fridays inclusive except on public holidays. A complete set of bidding
documents in the English language may be purchased by interested bidders from
eligible source countries on submission of a written application to the
Secretary, Central Tender Board, Dar Es Salaam and upon payment of cash or
banker?s check or postal order (payable to the Permanent Secretary, Ministry of
Finance) of a non-refundable fee of US$ 100 or its equivalent in Tanzania
Shillings or in any other freely convertible currency. Bids shall be valid for a
period of 90 days after bid opening and must be accompanied by a bid security
equivalent to 2.5 per cent of the bid price in US dollars or an equivalent
amount in Tanzania Shillings or in any other freely convertible currency. Bids
must be delivered to the Secretary, Central Tender Board (second address below)
at or before 0900 hours, local time, on Wednesday, 27 November 2002. Shortly
thereafter, bids will be opened in the presence of bidders? representatives who
choose to attend at the CTB. Late bids will be rejected. Bids not received, not
opened and not read in public at the public tender opening ceremony shall not be
