The Palestine Liberation Organization, for the benefit of the Palestinian Authority, has applied for a supplement to the existing grant in the amount of US$ 5 million equivalent from the Trust Fund for Gaza and West Bank (Trust Fund) toward the cost of construction of the North Gaza Sewage Treatment Plant (the Plant), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. Other Donors including, European Commission, French Agency for Development and Swedish International Development Agency, are considering providing additional funds toward the construction of the Plant.

The new works will include the following contracts:

1. Construction of a new wastewater treatment plant of capacity 3,600 mł/hr, including preliminary, primary, and biological treatment for suspended solids, organic and nitrogen removal and sludge treatment. The Plant includes sludge digestion and internal energy production from biogas, odor treatment, and effluent pumping. In addition the work includes operating the plant for two years after construction completion.

2. Consulting services for construction management and supervision for the construction of the wastewater treatment plant.

Procurement of contracts financed by the Trust Fund and other potential donors will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket as follows:


Prequalification of contractors for the construction and operation of the wastewater treatment plant is expected to be issued in June 2005.

Invitation for bids for the construction and operation of the new wastewater treatment plant is expected to be issued in October 2005.

Request for expressions of interest for consultancy services for construction management and supervision is expected to be issued in June 2005.

Request of proposals for consultancy services for construction management and supervision tentatively expected to be issued in August 2005.
