Federální vláda Nigérie obdržela od Mezinárodní Asociace pro Rozvoj úvěrovou linku ve výši 120 mil. USD na pokrytí nákladů projektu reformy vodovodního sektoru a část prostředků hodlá použít na platby kontraku n rehabilitaci vodovodních řadů v lokalitách Zaria, Kafanchan, Katodo, Zonkwa a Saminaka. Vodovodní úřad ve státě Kaduna (KSWB) nyní vyzývá zájemce o účast ve výběrových řízeních na rehabilitaci čistíren odpadních vod, retranslační stanice, obslužných rezervoárů, distribučních sítí a kancelářských budov v pěti vše uvedených městech státu Kaduna v Nigérii. Doba výstavby bude 12 měsíců pro každý Lot. Zájemci mohou podávat nabídky na jeden i více Lotů, musí však zajistit dokončení všech nabídnutých Lotů do 12 měsíců. Vhodní zájemci o účast ve výběrových řízeních (kritéria viz níže) mohou zakoupit kompletní tendrovou dokumentaci po zapacení nevratného poplatku 100,- USD za první Lot a 80,- USD za každý další Lot (nebo ekvivalent v Naira). Nabídky musí být podány na níže uvedené adrese nejpozději do 7. září 2007 do 10:00 místního času. 1. This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business, issue No. 633 dated 30th June, 2004

2. The Federal Government of Nigeria (FGN) has received a credit facility of US$ 120 million from the International Development Association (IDA) toward the cost of the First National Urban Water Sector Reform Project and it intends to apply part of the proceeds of this credit to payments under the contract for Rehabilitation of Zaria, Kafanchan, Kagoro, Zonkwa and Saminaka Water Supply Schemes.

3. The Kaduna State Water Board (KSWB) now invites sealed bids from eligible bidders for the Rehabilitation of Water Treatment Plants, Booster Stations, Service Reservoirs, Distribution Network, and Office Buildings in the five (5) urban towns of Kaduna State of Nigeria stated in paragraph 2 above.

4. The construction period is 12 months for each Lot. Bidders submitting Bids for more than one Lot must ensure that they have the capacity to complete all the Lots bided for in 12 months.

5. Contract Award will be on a Lot by Lot basis or combination of Lots, which ever is more economical to the employer, unconditional discounts offer if any shall be used for evaluation.

6. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (May 2004 edition), and is open to bidders from all countries as defined in the guidelines

7. Qualifications requirements include the following minimum conditions

a. Possession of experience as a Prime Contractor for at least the last five (5) years prior to the application submission deadline, and with activity in at least nine (9) months in each year;
b Annual turnover in construction works in at least two years in the last five years in works that have been successfully and substantially completed and that are similar to the proposed works under this Contract of at least:

Lot 1: US$ 7,941,400.00 (N1,032,382,000.00)
Lot 2: US$ 8,027,550.00 (N1,043,581,500.00)
Lot 3: US$ 6,678,000.00 (N868,140,000.00)
Lot 4: US$ 11,126,625.00 (N1,446,461,250.00)
c Have a Project Manager with at least 15 years experience in Works of equivalent nature and volume, including not less than 10 years as Manager among its core staff for each lot;
d Own a substantial proportion of the construction equipment required to successfully execute the Contract for each lot;
e Provide Annual audited account for the last 3 years;
f. For the last five (5) years to demonstrate:

i. The current soundness of the applicant’s financial position and its prospective long term profitability, and

ii. Have Liquidity and/or evidence of access to or availability of confirmed positive credit facilities of not less than:

Lot 1: US$ 1,058,853 or N137,650,890.00
Lot 2: US$ 1,070,340 or N139,144,200.00
Lot 3: US$ 890,400.00 or N115,752,000.00
Lot 4: US$ 1,483,550 or N192,861,500.00

8. Interested eligible bidders may obtain further information from Kaduna State Water Board and inspect the bidding documents at the address below from Mondays to Fridays (except public holidays) from 8.30 am to 4.30 pm.

9. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 100.00 or Naira15,000.00 for the first Lot, and USD80.00 or N10,000.00 for each additional Lot. The method of payment will be by Bank Draft made in favour of Kaduna State Water Board, Kaduna, Nigeria. The Bidding Documents will be collected by hand or sent by courier services on request.

10. Bids must be delivered to the address below on or before 7th September 2007 at 10.00am. Electronic bidding “shall not” be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at 10.00am, 7th September 2007.

11. All bids must be accompanied by a bid security in the form and amount specified in the Bidding Document and must be delivered to the address stated below at the time of Bid Submission.
