Fax: 4021 3153536/3124208. Contract specification 6. Contract description: Monitoring the Tur River water quality. The project is also aimed at monitoring the Tur River water quality in the area situated between the Negresti-Oas water treatment plant and Hungarian border. In order to achieve this objective, two stations for automatic drawing of water samples equipped with remote communication devices are going to be purchased, delivered to Cluj Napoca, Romanian Water authority, branch Cluj and installed on Tur River at the upstream margin of Calinesti-Oas lake and Turulung bordering area. These stations are supposed to analyse the following water indicators: pH, turbidity, conductivity, ammonium oil petroleum sensor, chlorophyll A, Zn, Cu, Pb, Mn. 7. Number and titles of lots: 1 lot: equipment for a network of automatic water quality monitoring. Conditions of participation 8. Eligibility and rule of origin: Participation is open on equal terms to all natural and legal persons (participating either individually or in a grouping (consortium) of tenderers), of the Member States and the countries and territories of the regions covered and/or authorized by the Regulation or other specific instruments applicable to the programme under which the contract is financed (see also item 21 below). All goods provided for this contract must originate in these countries. 9. Grounds for exclusion: Tenderers must provide a declaration that they are not in any of the situations listed in Section 2.3 of the Manual of Instructions for External Relations contracts (available from the following Internet address: http://europa.eu.int/comm/europeaid/index_en.htm). 10. Number of tenders: Tenderers (including firms within the same legal group, other members of the same consortium, and subcontractors) may submit only one tender for one or several lots. Tenders for parts of a lot will not be considered. Any tenderer may state in their tender that they would offer a discount in the event that their tender is accepted for more than one lot. Tenderers may not provide a tender for a variant solution in addition to their tender for the supplies required in the tender dossier. 11. Tender guarantee: Tenderers must provide a tender guarantee of 3 500 EUR when submitting a tender. This guarantee will be released to unsuccessful tenderers once the tender procedure has been completed and to the successful tenderer(s) upon signature of the contract by all parties. This guarantee will be called upon if the tenderer does not fulfil all obligations stated in its tender. 12. Performance guarantee: The successful tenderer will be requested to provide a performance guarantee of 10% of the contract value in euro when countersigning the contract. This must be delivered within 30 days of receipt by the tenderer of the contract signed by the contracting authority. If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the next most economically advantageous, compliant tender. 13. Information meeting and/or site visit: A clarification meeting/site visit will be held on the 13 September 2002 at Cluj Napoca, Romanian Water Authority - branch Cluj, 17 Vinatorului Street to answer any questions on the tender dossier which have been forwarded in writing or are raised at the meeting. 14. Tender validity: Tenders must remain valid for a period of 90 days after the deadline for submission of tenders. 15. Maximum delivery period: The supplies must be delivered at the latest 3 months from the contract signature. Selection and award criteria 16. Selection criteria: 1. Economic and financial standing of candidate(s) (firm or consortium) based on Article 3 of tender submission form: a. total annual turnover of the candidate(s) (total in case of consortium or for a firm in case of single tenderer) for the past 3 years shall be at least 700 000 EUR; b. the average of the annual operating profit of the candidate(s) (firm or consortium) for the last 3 years has to be positive. 2. Professional capacity of candidate(s) (firm or consortium) based on Article 4 of tender submission form: a. the candidate (firm or consortium) has relevant experience of at least 2 similar projects in the last 3 years; b. evidence that after-sales services facilities are available for all supplies throughout the relevant geographic area. 17. Award criteria: Price. Tendering 18. How to obtain the tender dossier: The tender dossier is available from the following Internet address: europa.eu.int The tenderer must inform the contracting authority if the tender dossier is collected from this Internet address. The tender dossier is also available for collection from the contracting authority. Tenders must be submitted using the standard tender form included in the tender dossier, whose format and instructions must be strictly observed.
